بررسی سیستماتیک عوامل موثر بر مشارکت شهروندان در شهرهای هوشمند؛ آیا یک پارادایم جدید نیاز است؟

در حالی‌که هدف اصلی شهرهای هوشمند ایجاد زندگی بهتر برای ساکنان شهرهاست؛ اما به عقیده تعدادی از محققان این هدف بیشتر در حد یک شعار باقی مانده است و اهداف شهرهای هوشمند بیشتر متناسب و به نفع اهداف سایر ذی‌نفعان شهر هوشمند که نهادهای دولتی و شرکت‌های خصوصی هستند پیش می‎رود. حتی در اغلب مواقعی که به شعار شهروند محوری توجه شده و به آن عمل شده است نیز دیده می‎شود که شهروندان صرفاً استفاده‌کنندگان از سرویس‎های شهر هوشمند بوده یا تنها نقش گره‎های حسگر را در شهر ایفا می‎کنند و نقشی در خلق و ایجاد ابتکار عمل جهت مشارکت در اداره شهرهای خود ندارند. با درنظر گرفتن این چالش‎ها در زمینه مدیریت شهرهای هوشمند، تبدیل مدل‎های مدیریتی شهر هوشمند یک امر ضروری است. در این مقاله با انجام یک مرور سیستماتیک ادبیات با استفاده از پروتکل پریزما، نقش‎های مختلفی که شهروندان و عوامل موثر بر مشارکت شهروندان در شهرهای هوشمند شناسایی شدند. در نهایت به این موضوع می‎پردازیم که با توجه به آن‌که روند فعلی بیانگر نقش خلاقانه و مشارکت واقعی شهروندان در پروژه‎های شهر هوشمند نیست، آیا نیاز به معرفی پارادایم جدیدی برای تکامل ایده شهر هوشمند وجود دارد؟ ما معتقدیم که در حال حاضر این نیاز وجود داشته و این پارادایم جدید را شهر هوشمندِ پاسخگو نامیدیم.

a systematic review of factors influencing citizen engagement in smart cities: is a new paradigm needed?

while the primary goal of smart cities is to create a better quality of life for urban residents, some researchers believe that this goal has largely remained as a slogan, and the objectives of smart cities are more aligned with and in favor of the interests of other stakeholders such as governmental institutions and private companies. even in cases where citizen-centric approaches have been emphasized and implemented, it is observed that citizens are merely users of smart city services or only act as sensors in the city, without playing a role in shaping and creating initiatives for participation in the governance of their cities. taking these challenges into account in the realm of smart city management, transforming the management models of smart cities is imperative. in this article, through a systematic literature review using the prisma protocol, we identified the different roles of citizens and factors influencing citizen participation in smart cities. finally, we address the question of whether the current trend indicates a lack of creative involvement and real participation of citizens in smart city projects, and whether there is a need to introduce a new paradigm for the evolution of the idea of a smart city. we believe that there is indeed a need for this new paradigm, which we have termed the responsive smart city.
