مولفه‏های ابتکار داده باز در سازمان اسناد و کتابخانه ملی ایران

با توجه به اهمیت داده، در نظر است مولفه‏های ابتکار داده باز در «سازمان اسناد و کتابخانه ملی ایران» شناسایی و دسته‏بندی شوند. این پژوهش از نوع کاربردی، کیفی و با روش تحلیل مضمون انجام شده است. جامعه آماری 15 نفر از مدیران و متخصصان بودند که به‏دلیل داشتن تجربه و دانش در حوزه داده در «سازمان» با روش هدفمند انتخاب شدند. داده‏ها از طریق مصاحبه‏های نیمه‏ساختاریافته گردآوری شد. مصاحبه‏ها در نرم‏افزار maxqda در سه مرحله به‏صورت استقرایی کدگذاری شد. الزامات ابتکار داده باز شامل ایجاد و توسعه بسترهای تولید، کیفیت‏بخشی و انتشار داده، توسعه فرایندهای مدیریتی،  ترویج فرهنگ داده باز، ایجاد سازوکارهای حقوق مالکیت معنوی، پیاد‏ه‏سازی سیاست‏های شفافیت دولت، توسعه آموزش‏های تخصصی و مشارکت در برنامه‏های ملی است. ظرفیت‏های ابتکار داده باز شامل داده‏ها و فراداده‏های سازمان، زیرساخت‏های استخراج و آماده‏سازی، انتشار و اشتراک داده‏ها در قالب‏های استاندارد و امکانات جست‏وجوی مناسب، حمایت مدیریت ارشد با اتخاذ سیاست‏های مناسب، جایگاه‏های تخصصی در ساختار و مهارت‏های تخصصی در «سازمان» و تجربه‏ها و به‏روش‏های ملی و بین‏المللی است. موانع و محدودیت‏ها شامل مشکلات فنی تولید و آماده‏سازی و محدودیت‏های دسترسی به داده‏ها، عدم تطابق فرایندهای تخصصی با اهداف ابتکار داده باز، کم‏توجهی به اهمیت و فقدان سیاست‏ها و خط‏مشی‏ها و مشکلات مدیریتی همراه با محدودیت دانش و مهارت‏‏های تخصصی، عدم روزآمدسازی اطلاعات و داده‏های سامانه‏ها و بانک‏های اطلاعاتی است. فواید و نتایج انتفاع جامعه، ارتباط با مخاطبان، تحقق اهداف دولت و حمایت از کارآفرینان نتایج برون‏سازمانی و توسعه پژوهش‏های داده‏محور، تحول سازمانی، خلق ارزش، ارتقای خدمات و مرجعیت سازمان، کسب منافع سازمانی، تقویت زیرساخت‏های فناوری از نتایج مثبت برنامه داده باز برای «سازمان» است. ابتکار داده باز نیازمند برنامه‏ریزی، تامین منابع و زیرساخت‏های فنی و محتوایی است و با آموزش و ترویج فرهنگ داده باز، رفع چالش‏های مدیریتی و تدوین سیاست‏های مناسب موجب تحقق اهداف عالی در ارتقای خدمات و حمایت از کسب‏وکارهای نوپا، کاهش فساد و افزایش شفافیت می‏شود. «سازمان» باید رویکرد دسترسی باز به داده‏های محتوایی و فراداده‏های خود را با تدوین یک برنامه منسجم در پیش گیرد.

components of the open data initiative in the national library and archives of iran

considering the importance of data in the development of the services of the national library and archives of iran, it is intended to identify and categorize the components of the open data initiative in the organization.the research is an applied one and has been done with a qualitative approach using thematic analysis method. the statistical population of the research was 15 managers and specialists of the organization who were selected with a purposeful method due to their experience and knowledge in the field of data. the data was collected through semi-structured interviews and analyzed and coded with thematic analysis method in maxqda.the components of the open data initiative, were categorized into 4 main themes. the first theme is the requirements of the open data initiative, which includes the creation and development of platforms for production, quality and dissemination of data, development of management processes, promotion of open data culture, creation of intellectual property rights mechanisms, implementation of government transparency policies, development of specialized training, and participation in national programs.the second main theme of the existing includes the data and metadata of the organization, the infrastructure of extraction and preparation, publication and sharing of data in standard formats and appropriate search facilities, the support of the senior management with adopting appropriate policies, specialized positions and specialized skills in the organization and national and international experiences and methods. obstacles and limitations are the third theme, which includes technical problems of production and preparation and data access limitations, incompatibility of specialized processes with the goals of the open data initiative, lack of attention to the importance and lack of policies and guidelines. management problems and problems are associated with limited knowledge and specialized skills, lack of updating information and data of systems and databases. the fourth main theme is the benefits and results of the open data initiative, which includes two groups of program benefits for the organization and for outside the organization. benefiting the society, communicating with the audience, realizing the government’s goals and supporting entrepreneurs, external organizational results and the development of data-oriented research, organizational transformation, creating value, improving the services and reference of the organization, gaining organizational benefits, strengthening the technological infrastructure and in general organizational benefits are of positive results of the open data program for the organization.the open data initiative requires planning, provision of technical and content resources and infrastructure, and by educating and promoting the culture of open data, solving management challenges and formulating appropriate policies, it achieves excellent goals in improving services and supporting businesses. new works will reduce corruption and increase transparency. organizations should take the approach of open access to their content data and metadata by formulating a coherent plan.
