شناسایی و تحلیل اقدامات کلان به منظور تحقق اهداف تنظیم‌گری در شبکه ملی اطلاعات کشور

راه‌اندازی زیست‌بوم شبکه ملی اطلاعات برای پاسخ‌گویی به چالش‌های فضای مجازی، به عنوان راه‌کار اصلی مطرح شده است. امروزه کشورها برای حاکمیت در فضای مجازی و رفع چالش‌های آن به‌ویژه در زمینه‌های امنیتی و حقوقی اقدام به راه‌اندازی شبکه ملی اطلاعات و ارائه خدمات بر روی این بستر کرده‌اند. ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ گستردگی تعریف و ماموریتهای شبکه ملی اطلاعات، ﻣﺄﻣﻮرﯾﺖ نهاد یا نهادهای رگولاتور، ایجاد تعادل و توازن در زیست‌بوم آن، می‌باشد. تعیین اقدامات کلان تنظیم‌گری شبکه ملی اطلاعات، موضوعی است که برای محقق شدن اهداف شبکه ملی اطلاعات، اهمیت بسیاری داشته و نیازمند بررسی اسناد بالادستی است. بررسی اسناد بالادستی در این پژوهش، با استفاده از روش اسنادی صورت گرفته و سپس از طریق مصاحبه گروهی با خبرگان، اطلاعات لازم گردآوری شده و با به کارگیری تکنیک دلفی، تحلیل داده‌ها، صورت پذیرفته‌است. درنهایت 25 اقدام کلان تنظیم‌گری احصا شده و 11 اقدام کلان، با اولویت‌ اول، 10 اقدام کلان با اولویت دوم و 4 اقدام کلان با اولویت سوم تشخیص داده شد. با توجه به ابعاد گسترده شبکه ملی اطلاعات و عدم تعیین جایگاه و اقدامات کلان تنظیم‌گری در معماری شبکه ملی اطلاعات، در این پژوهش، اقدامات کلان تنظیم‌گری شبکه ملی اطلاعات براساس اسناد بالادستی، نگاشت اقدامات کلان با معماری شبکه ملی اطلاعات و اولویت‌بندی اقدامات کلان تنظیم‌گری جهت تحقق اهداف کلان شبکه ملی اطلاعات، شناسایی، تحلیل و تبیین، گردیده‌است.

identification and analysis of macro actions to achieve regulatory goals in the country’s national information network

the establishment of a national information networkecosystem has been proposed as the main solution to respond to thechallenges of cyberspace. today, countries have launched a nationalinformation network and provided services on this platform to governcyberspace and solve its challenges, especially in security and legalfields. considering the scope of the definition and missions of thenational information network, the mission of the regulatory institutionsis to create balance in its ecosystem. determining the macro-regulatorymeasures of the national information network is an issue importantfor the realization of the goals of the national information networkand requires the review of national documents. the review of nationaldocuments in this research is due to the documentary research, andthen through group interviews with experts, the necessary informationis collected and the data is analyzed using delphi technique. finally, 25macro measures of regulation are counted and 11 macro measures arerecognized with priority, 10 macro measures with second priority and4 macro measures with third priority. considering the wide dimensionsof the national information network and the lack of determinationof the position and macro-regulatory measures in the architectureof the national information network, in this research, the macroregulatorymeasures of the national information network based onmeta documents, the mapping of macro-regulatory measures with thearchitecture of the national information network and the prioritizationof macro-regulatory measures for the realization of the goals of the national information network have been identified, analyzed and explained
