ارائه الگویی برای تقویت اثرات اقتصادی شبکه ملی اطلاعات

شبکه ملی اطلاعات شبکه ای بومی و متشکل از مراکز داده ملی، زیرساخت های ارتباطی و سرویس های نرم افزاری است که در سراسر ایران مستقر خواهد شد و خدمات دولت الکترونیکی و سرویس های رفاهی و اجتماعی را از طریق بستر فیبر نوری و با پهنای باند حداقل 12 مگابیت بر ثانیه به مردم ایران ارائه خواهد کرد. ترکیب شبکه ملی و »فاوا «، کانال های بسیاری را برای اثرگذاری در بر خواهد داشت و این اثرات می تواند به صورت مستقیم و یا غیرمستقیم باشد. اثرات مستقیم از سرمایه گذاری در فناوری و گسترش زیرساخت خود مشتق می شوند و اثرات غیرمستقیم از مظاهر فعالیت های اقتصادی متاثر از شبکه ملی که حاصل رشد و رونق اقتصادی است. شبکه ملی اطلاعات همچنین امکان پیدایش مدل های کسب وکار جدید، فرایندهای نو، ابداعات جدید، کالاها و خدمات بهبودیافته و جدید را فراهم می نماید و نیز رقابت پذیری و انعطاف پذیری را در اقتصاد افزایش می دهد. بر اساس اهمیت این موضوع و همچنین به دلیل فقدان یک الگوی جامع در ادبیات برای تقویت اثرات اقتصادی شبکه ملی اطلاعات، مقاله حاضر به دنبال الگویی برای تقویت اثرات اقتصادی شبکه ملی اطلاعات است. روش انجام این تحقیق، مطالعه اسنادی و نیز مصاحبه با متخصصان شبکه ملی اطلاعات است. بر اساس نتایج حاصل از این تحقیق گام های الگوی پیشنهادی برای تقویت اثرات اقتصادی شبکه ملی اطلاعات عبارت اند از: مطالعه امکان سنجی و تدوین استراتژی کسب وکار شبکه ملی اطلاعات، اجرا (برنامه ریزی و کنترل طرح)، و بررسی اثرات اقتصادی شبکه ملی اطلاعات و مطالعات سیاست گذاری اقتصادی آن.

Providing a Model for Strengthening the Economic Impacts of the National Information Network

National Information Network is a local network and includes national data centers, communications infrastructure and software services. It will be deployed throughout the country, and provide egovernment services and welfare and social services by optical fiber and broadband at 12 Mbps for Iranian people. Combination of national network and ICT lead to many direct and indirect impacts. The direct impacts are results of investment in technology and infrastructure development and indirect impacts are results of the economic activities by the national network. The national network generate new business models, new process, new innovations, new products and services and provides improved flexibility and competitiveness. According to the important role of national network in economy, and also because of the lack of a comprehensive model for strengthening the economic impacts of the national information network, this study is seeking to develop a model for strengthening the impacts of national information network. To conduct this research, documentary study and interview with experts in the national information network have been used. Based on the results of this paper, proposed model consists of three main steps as: feasibility study and developing a business strategy, implementation (planning and control), and evaluating the economic impacts of the national information network and policymaking for it.
