تحلیلی بر نقش سازمان‌های مردم نهاد در بهبود نظام مدیریت شهری از دیدگاه شهروندان کلانشهر تهران

هدف اصلی از انجام این پژوهش، بررسی نقش سازمان‌های مردم نهاد در بهبود نظام مدیریت شهری کلانشهر تهران در شش بعد کالبدی، عملکردی، اجتماعی، اقتصادی، زیست محیطی و نهادی است. روش پژوهش توصیفیتحلیلی و روش جمع آوری داده ها به صورت اسنادی و پیمایشی بوده است. ابزار پژوهش پرسشنامه بوده است. جامعه آماری پژوهش شهروندان شهر تهران و تعداد نمونه 383 نفر انتخاب گردید. روش تجزیه و تحلیل داده ها با استفاده از آزمون ttest و تحلیل عاملی تاییدی بوده است. نتایج حاصل حاکی از آن است که سطح معناداری در تمام ابعاد پایین‌تر از 0.05 است؛ بنابراین با توجه به نمرات میانگین، سازمان‌های مردم نهاد در شهر تهران عمدتاً در ابعاد اجتماعی و زیست محیطی نقش بیشتر و در زمینه ابعاد اقتصادی و نهادی نقش کمتری در قالب ارتباط واسطه ای بین مدیریت شهری و شهروندان ایفا کرده اند. در چارچوب روش تحلیل عاملی تاییدی، مقایسه واریانس تبیینی توسط عوامل شش گانه نشان داد که عوامل اجتماعی، زیست محیطی، عملکردی، کالبدی، اقتصادی و نهادی به ترتیب دارای بیشترین واریانس در تبیین نقش سمن‌ها در نظام مدیریت شهری کلانشهرتهران هستند. در مجموع 20 عامل اصلی در تبیین نقش سمن‌ها تایید شدند؛ بنابراین مشخص شد که سمن ها با توجه به اینکه با شهروندان به طور مستقیم در ارتباط هستند، می توانند مسائل و واقعیت های شهری را به درستی به نظام مدیریت شهری انعکاس دهند؛ برای این منظور پیشنهاد می شود که ابتدا سمن ها با توجه به کارکردهای مختلفی که دارند، به سمن های تخصصی در خصوص مسائل مختلف شهری طبقه بندی شوند و همچنین جایگاه آن ها در نظام مدیریت شهری ارتقاء داده شود.

An analysis of the role of non-governmental organizations in improving the urban management system from the perspective of the citizens of the metropolis of Tehran

In this regard, the main purpose of this study is to investigate the role of nongovernmental organizations in improving the urban management system of Tehran metropolis in six physical, functional, social, economic, environmental and institutional dimensions. The research method was descriptiveanalytical and the data collection method was documentary and survey. The research tool was a questionnaire. The statistical population of the study was the citizens of Tehran and the sample size was 383 people. The data were analyzed using Ttest and confirmatory factor analysis. The results show that the level of significance in all dimensions is lower than 0.05; Therefore, according to the average scores, NGOs in Tehran have mainly played a greater role in the social and environmental dimensions and in the economic and institutional dimensions in the form of an intermediary relationship between urban management and citizens. In the framework of confirmatory factor analysis, comparison of explanatory variance by six factors showed that social, environmental, functional, physical, economic and institutional factors have the highest variance in explaining the role of factors in the urban management system of Tehran. A total of 20 main factors in explaining the role of semen were confirmed; Thus, it was found that the Samanids, given that they are in direct contact with citizens, can accurately reflect urban issues and realities to the urban management system; For this purpose, it is suggested that first, according to their different functions, the subdivisions should be classified into specialized subdivisions on various urban issues, and also their position in the urban management system should be upgraded.
