تبیین راهبردی از چالش‌های تفرق سیاسی در ساختار حکمروایی منطقه کلان‌شهری مشهد

هدف این پژوهش تشریح وجوه تفرق و گسست سیاسی/ حاکمیتی کنشگران (نهادها، عملکردها و قلمروهای فضایی) در منطقه کلان‌شهری مشهد است که در سایه تکثر و واگرایی کنشگران این منطقه کلان‌شهری و در غیاب یک چارچوب نهادی واجد صلاحیتِ برنامه‌ریز و سیاست گزار پدید آمده است. این پژوهش برحسب هدف، توسعه‌ایکاربردی و ازنظر چارچوب پژوهش، تحلیلیتوصیفی مبتنی بر رویکردِ تحلیل داده‌های ثانویه است. این پژوهش، در قالب مدلی سه وجهی به تحلیل قلمروهای حکومتی/ مدیریتی، نهادها و سازمان‌های موثر حاکمیتی و منابع پشتیبان (برنامه‌ها، قوانین و مالیه) به‌عنوان ابعاد معرفِ تفرقِ سیاسی در منطقه کلان‌شهری مشهد پرداخته است. واحد تحلیل در این تحقیق، منطقه کلان‌شهری مشهد است که با محدوده عملکردی موجود مجموعه شهری مشهد یکسان دیده‌شده است. این پژوهش نشان می دهد که تعدد و تکثر روزافزونی در قلمروهای متداخل حاکمیتی در غیاب سازوکاری هماهنگ‌کننده برای یکپارچه‌سازی سیاست‌های توسعه منطقه کلان‌شهری مشهد وجود دارد. در بُعدِ تفرقِ نهادی نیز این منطقه کلان‌شهری عمدتاً میان دودسته عناصر حکومتیدولتی و حکومتیعمومی بدون نقش‌آفرینی شایسته حاکمیتیِ نهادهایی چون آستان قدس رضوی و بخش خصوصی تقسیم‌شده است. این پژوهش تدوین یک ساختار مشارکت جویانه و چشم‌انداز توسعه مبتنی بر برنامه‌ریزی راهبردی را، اصلی مهم در راستای همگرایی نهادی، عملکردی و قلمرویی تمام کنشگران منطقه کلان‌شهری مشهد می‌داند.

Demonstrating the strategic challenges of political Fragmentation in the governance structure of Mashhad metropolitan area

Purpose: The purpose of this study is to demonstrate the “dissection aspects of fragmentation and discontinuity of political / governmental actors” (Institutions, practices and spatial domains( in metropolitan area of Mashhad. This fragmentation has been derived from diversity and divergence of actors and is created in the absence of a qualified institutional framework for policymaking and planning in this area. Methodology of this study, in terms of the purpose, is developmental – applied and in terms of research framework is analytical – descriptive based on the secondary analysis. This research through a triangulation approach analyzed the dimensions of political fragmentation, the influential governing institutions and organizations, and maintenance resources (programs, laws, and finance) as the dimensions of political fragmentation in the metropolitan area of Mashhad. Results showed that there are everincreasing diversity and multiplicity in the overlapping territorial government, in the absence of a coordinating mechanism for the integration of development policies in metropolitan area of Mashhad. In terms of institutional fragmentation, this metropolitan area is divided mainly between the two governmentaladministrative and governmentalpublic elements without proper governance of institutions such as Astan Quds Razavi and the private sector. Hence, the present study proposes devising a participatory structure and a development perspective based on strategic planning, an important principle in the direction of institutional, functional and territorial convergence of all actors in the metropolitan area of Mashhad.Keywords: Mashhad Metropolitan region, Political Fragmentation, Governance
