بی شک حساس ترین فعالیتی که مدیران در هر سازمان انجام می دهند، تصمیم گیری می باشد. اما دنیای امروز، به قدری پیچیده و آشوبناک است که تصمیم گیری با مشکلات بسیاری دست و پنجه نرم می کند. در محیط های پیچیده اطلاعات به سرعت تغییر کرده و گستره وسیعی در بر دارد. نکته قابل تامل در تصمیم گیری این است که همیشه این امر موفقیت‌آمیز نیست، یعنی همواره احتمال موفقیت و یا شکست وجود دارد، عوامل زیادی بر توانایی تصمیم گیری اثر می گذارد. به گونه ای که تصمیم گیری در دنیای پیچیده امروز به چالشی برای مدیران تبدیل شده است. تعداد شاخص‌های تصمیم‌گیری، تنوع معیارها و انواع روش‌های تصمیم‌گیری کمی و کیفی و لزوم در نظر گرفتن همزمان آن‌ها ، اهمیت اثرات و پیامدهای تصمیم و عواملی نظیر آن بر پیچیدگی تصمیم ها می‌افزاید. در زمینه معیارهای تصمیم گیری اخلاقی انسانی مدیران لازم به ذکر است که شیوه تصمیم گیرى در نظام اسلامى به صورت اقتضایى و مشارکتى بوده و مبنا در این نظام اصل مهم «شور» می باشد.
