نگاهی اخلاقی ارزشی و حقوقی به مخاطرات هسته‌ای برای صلح و امنیت جهانی

جهان امروز با توجه به ابعاد اکتشافات فرازمینی، بسیار کوچکتر از آنچه سابقا تصور می شد، دیده می شود. در این میان ارتباطات سریع بشر در هر نقطه از کره خاکی باعث شده است که از کوچکترین تحولات سایر نقاط با خبر باشد. اتفاقاتی که ممکن است خلاف اصول ارزشی و اخلاقی انسان ها روی دهد. فلذا مسائلی همچون حقوق انسان ها، حقوق بشر و صلح، بیشتر در راستای اهداف اخلاقی و ارزشی انسان ها مطرح و تدوین می گردند. با توجه به این، استفاده یا تهدید به استفاده از سلاح های هسته ای طی نزدیک به 70 سال گذشته، از مهمترین دغدغه های کشورها و جامعه بین المللی محسوب می شود. فلذا وقایعی همچون تروریسم، به کار بردن سلاح های کشتار جمعی ناشی از قدرت مخرب هسته ای باعث گشته که به کارگیری این سلاح ها و استفاده از مواد هسته ای چه از منظر حقوق بین الملل و چه از منظر اخلاق و ارزش های بشری ممنوع و قبیح اعلام گردد. پژوهش حاضر که با استفاده ازروش تحقیق کیفی مبتنی براسناد کتابخانه ایی با رویکرد توصیفی -تحلیلی تدوین گردیده، در صدد واکاوی و بررسی رویکردهای حقوقی، ارزشی و اخلاقی سازمان ملل و جامعه جهانی درمبارزه با تروریسم هسته ای است. یافته پژوهش این است که رویکرد و اقدامات مشترک جامعه بین المللی در خصوص مخاطرات هسته ای، قبح اخلاقی به کارگیری سلاح های مذکور و واکنش های حقوق بشرانه در راس مبانی و اصول اخلاقی و حقوقی سازمان ملل، کارآمدترین راه برای مبارزه با تروریسم هسته ای است.
