ارائه الگوی خط‌مشی‌گذاری مسئله‌محور در زمینه مالیات سبز

مقدمه: امروزه، مسائل زیست‌محیطی در بین فعالان کسب ‌وکار و سایر آحاد جامعه اهمیت زیادی پیدا کرده و یکی از بهترین راه‌های مدیریت آن‌ها استفاده از ابزار مالیات سبز است. هم چنین، به منظور موفقیت خط‌مشی‌گذاری در زمینه مالیات سبز، توجه ویژه به مسائل زیست‌محیطی موضوع سیاست‌ها ضروری است. بنابراین هدف تحقیق حاضر، ارائه الگوی خط‌مشی‌گذاری مسئله‌محور در زمینه مالیات سبز است.مواد و روش‌ها: پژوهش حاضر از نظر هدف توسعه‌ای- کاربردی و در زمره تحقیقات آمیخته اکتشافی است. در مرحله کیفی تحقیق از روش تحلیل تم برای ارائه الگو و در مرحله کمی از تحلیل عاملی تاییدی برای اعتبارسنجی آن استفاده شد. در مرحله کیفی، از 27 نفر از خبرگان که به صورت هدفمند انتخاب شدند، مصاحبه نیمه‌ساختار یافته به عمل آمد. هم چنین، برای اعتبارسنجی الگو، از نمونه ای شامل 188 نفر از مدیران و کارشناسان سازمان امور مالیاتی در استان تهران که با روش نمونه گیری تصادفی ساده انتخاب شدند، با ابزار پرسشنامه نظرخواهی شد. داده های پرسشنامه با روش تحلیل عاملی تاییدی و نرم افزار smart pls تحلیل شدند. نتایج: براساس یافته‌های تحلیل تم، 5 راهبرد شامل شناخت کامل مسائل مالیات سبز، شکل گیری خط مشی مساله محور، مشروعیت بخشی به خط مشی منتج از مسائل مالیات سبز، اجرای خط‌مشی منتج از مسائل مالیات سبز و ارزیابی اجرا و اصلاح خط‌مشی مربوط به مالیات سبز شناسایی گردید. یافته‌های کمی نیز نشان داد که الگوی ارائه شده و متغیرهای آن مورد تایید است. هم چنین، دو بعد اجرای خط‌مشی و شناخت کامل مسائل به ترتیب با مقدار ضریب تعیین 0.745 و 0.712 دارای بالاترین اولویت بودند.بحث و نتیجه گیری: نتایج پژوهش نشان داد که بهره گیری از رویکرد مساله‌محور در خط مشی گذاری مالیات سبز اثربخش است و باعث ایجاد منافع متعددی می‌گردد.

providing a problem-oriented policy making model in the field of green tax

introduction: today, environmental issues have gained significant importance amongbusiness stakeholders and society at large. one of the most effective tools for managingthese challenges is the use of green taxation. moreover, for successful policymaking in thearea of green taxes, special attention to the environmental issues underlying these policies isessential. therefore, the objective of this research is to present a problem-orientedpolicymaking model for green taxation.materials & methods: this study is developmental-applied in nature and falls under thecategory of exploratory mixed-methods research. in the qualitative phase, thematic analysiswas employed to develop the model, while in the quantitative phase, confirmatory factoranalysis was used to validate it. in the qualitative phase, semi-structured interviews wereconducted with 27 experts selected purposefully. for model validation, a sample of 188managers and experts from the tax affairs organization in tehran province was surveyedusing a questionnaire designed for this purpose. the questionnaire data were analyzed usingconfirmatory factor analysis and smart pls software.results: based on thematic analysis findings, five strategies were identified: comprehensiveunderstanding of green tax issues, problem-oriented policy formation, legitimization ofpolicies derived from green tax issues, implementation of policies addressing green taxconcerns, and evaluation and revision of green tax-related policies. quantitative findingsalso confirmed the proposed model and its variables. among these, the dimensions of policyimplementation and comprehensive understanding of issues ranked highest in priority withdetermination coefficients of 0.745 and 0.712, respectively.conclusion: the research results indicate that adopting a problem-oriented approach ingreen tax policymaking is effective and leads to multiple benefits.
