طراحی الگوی راهبردی حکمرانی آب با رویکرد توسعه پایدار در راستای حفاظت از جوامع انسانی و زیستگاه‌های جانوری

مقدمه: بحران آب یکی از مسائل مهم پیشروی کشور است که قطعاً در آینده ای نزدیکی مشکلات زیادی به وجود خواهد آورد. اگرچه خشکسالی های پی در پی و اتلاف منابع آبی موجود باعث این وضعیت شده است، اما مسائل مربوط به حکمرانی و مدیریت منابع آبی نیز سهم زیادی در این بحران داشته است. مسائل ناشی از بحران آب، جوامع انسانی و زیستگاه‌های جانوری را دچار آسیب‌ها و مشکلات زیادی می‌کند. از این رو، هدف پژوهش حاضر، طراحی الگوی راهبردی حکمرانی آب با رویکرد توسعه پایدار در راستای حفاظت از جوامع انسانی و زیستگاه‌های جانوری است. مواد و روش ها: در این پژوهش، از روش دلفی و تحلیل عاملی تاییدی برای طراحی و اعتبارسنجی الگوی تحقیق استفاده شد. پس از بررسی مبانی نظری و تحقیقات پیشین، راهبردهای حکمرانی منابع آبی مشخص شدند. سپس، براساس راهبردهای شناسایی شده، پرسشنامه دلفی طراحی شد و از 15 نفر از خبرگان دانشگاهی و اجرایی در مورد اهمیت راهبردها در حکمرانی آب نظرخواهی به عمل آمد که نهایتاً بعد از 3 دور رفت و برگشت بین خبرگان اجماع حاصل شد. به منظور اعتبارسنجی مدل تحقیق نیز از روش تحلیل عاملی تاییدی و نرم‌افزار اسمارت پی.ال.اس استفاده شد. نتایج: براساس یافته‌های تحقیق، 11 راهبرد اصلی و 45 راهبرد فرعی برای حکمرانی مطلوب منابع آبی شناسایی شدند. راهبردهای اصلی شامل اعتمادسازی و مشارکت، سازماندهی مسئولیت‌ها، قانون‌مداری، اقتصاد آب، مشروعیت‌بخشی، مدیریت منابع آب، مدیریت نوآوری و تنوع، مدیریت مصارف آب، کارآیی، مدیریت و سیاست گذاری کلان و جامعیت و یکپارچگی هستند. نتایج تحلیل عاملی تاییدی نیز نشان داد که ساختار الگوی تحقیق مورد تایید است و از بین راهبردها کارآیی و مدیریت و سیاست گذاری کلان با مقادیر ضریب تعیین 0.803 و 0.802 دارای بالاترین اولویت هستند.بحث و نتیجه گیری: نتایج تحقیق نشان داد که بهره‌گیری از رویکرد راهبردی می تواند زمینه تحقق حکمرانی مطلوب منابع آبی و اهداف توسعه پایدار را فراهم کرده و از جوامع انسانی و اقامتگاه‌های جانوری حفاظت کند. هم چنین، با توجه به ماهیت پیچیده و چندگانه حکمرانی منابع آبی، نیاز است راهبردهایی در سطح کلان تا عملیاتی به کار گرفته شود.

designing a strategic model of water governance with a sustainable developmentapproach in order to protect human communities and animal habitats

introduction: the water crisis is one of the most important issues for the progress of ourcountry, which will certainly cause many problems in the near future. although successivedroughts and the loss of available water resources have caused this situation, issues relatedto governance and management of water resources have also contributed greatly to thiscrisis. issues caused by the water crisis are causing great damage and problems to humancommunities and animal habitats. therefore, the purpose of this study is to design a strategicmodel of water governance with a sustainable development approach in order to protecthuman communities and animal habitats.materials & methods: in this study, delphi method and confirmatory factor analysis wereused to design and validate the research model. after reviewing the theoretical foundationsand previous research, water resources governance strategies were identified. then, basedon the identified strategies, the delphi questionnaire was designed and 15 academic andexecutive experts were polled about the importance of strategies in water governance, whichfinally reached a consensus among experts after 3 round trips. in order to validate theresearch model, confirmatory factor analysis method and smart pls software were used.results: based on the research findings, 11 main strategies and 45 sub-strategies for optimalgovernance of water resources were identified. key strategies include trust-building andpartnership, accountability, legality, water economics, legitimacy, water resourcesmanagement, innovation and diversity management, water management, efficiency, macromanagement and policy-making, and comprehensiveness and integration. the results ofconfirmatory factor analysis also showed that the structure of the research model is approvedand among the strategies, efficiency, management and macro-policy with coefficient valuesof 0.803 and 0.802 have the highest priority.conclusion: the results showed that the use of strategic approach can provide the basis forgood governance of water resources and sustainable development goals and protect humancommunities and animal habitats. also, due to the complex and multiple nature of waterresources governance, macro-operational strategies need to be applied.
