بررسی تاثیر افزایش حداقل دستمزد بر منابع حق‌بیمه، مخارج مستمری و توازن نقدی سازمان تامین اجتماعی ایران

توازن نقدی صندوق‌های بازنشستگی که بر تعادل بین منابع و مصارف تاکید دارد، یکی از اصول بنیادین حاکم بر نظام‌های تامین اجتماعی است. ازجمله موارد اثرگذار بر منابع و مصارف سازمان تامین اجتماعی تغییرات حداقل مزد مشمولین قوانین کار و تامین اجتماعی است که در اجرای ماده 41 قانون کار، همه‌ساله توسط شورای عالی کار تعیین و به عنوان موضوعی چالشی و مورد اختلاف میان اتحادیه‌های کارگری، کارفرمایان و مراجع قانونگذار است. افزایش حداقل دستمزد هم منابع حاصل از دریافت حق بیمه سازمان تامین اجتماعی را افزایش داده و هم موجب افزایش مصارف این سازمان می‌شود و همیشه این پرسش مطرح بوده که در نهایت تغییرات حداقل دستمزد چه تاثیری بر توازن نقدی این سازمان دارد. باتوجه به اهمیت موضوع، این مقاله به بررسی اثر افزایش حداقل دستمزد بر منابع حق بیمه، مصارف مستمری، و توازن نقدی صندوق تامین اجتماعی در طی بازه‌ی سال‌های 1340 تا 1401 پرداخته و برای این منظور از مدل اقتصادسنجی سری زمانی خودرگرسیون با وقفه های تاخیری (ardl) استفاده شده‌است. نتایج بدست آمده نشان می دهند که افزایش 10 درصدی حداقل دستمزد، منابع حق بیمه سازمان را به میزان 25.6 درصد، مصارف مستمری سازمان را به میزان 23 درصد افزایش می دهد و بر این اساس می توان گفت که مازاد نقدی سازمان به میزان 2.6 درصد بهبود خواهد یافت. این نتیجه که از مقایسه و اختلاف دو ضریب بدست آمده بار دیگر با برآورد رابطه مستقیم بین افزایش حداقل دستمزد و توازن نقدی بررسی گردید و طبق نتایج بدست آمده مشخص شد که افزایش 10 درصدی حداقل مزد توازن نقدی صندوق تامین اجتماعی را 3.3 درصد افزایش خواهد داد که موید نتیجه قبلی است. در این مطالعه همچنین جمعیت بیمه شده، جمعیت مستمری بگیر (تعداد پرونده مستمری بگیری)، نسبت پشتیبانی، تولید ناخالص داخلی، و متغیرهای دامی تحریم و جنگ موثر شناخته شدند.

the effect of an increase in minimum wage on the contribution, pension expenses and the cash balance of iranian social security organization

sustainability of pension funds indicating the balance between contributions and pension expenses, is one of the fundamental principles governing social security systems. among the things that affect the contributions and pension expenses of the iran's social security organization (isso)'s fund is the minimum wage which according to article 41 of iran's labor and social security laws, is determined annually by the iran's supreme labor council and, every year, becomes a controversial and disputed issue between labor :union:s, employers and the public authorities. an increase in minimum wage have effects on both the received contributions and pension expenses and, as a result, its final effect on the cash balance of isso's fund has been arguable. considering the issue importance, this paper studies the effect of an increase in minimum wage on isso's contributions, pension expenses and its cash balance during 1961 to 2022 using an econometric time series model of autoregressive distributed lags (ardl). the results show that a 10% increase in the minimum wage will increase isso's contributions by 25.6% and its pension expenses by 23%. therefore, comparing the effects, it can be stated that the isso's cash balance would be increased by 2.6% as a results of a 10% increase in minimum wage. to test the result, one more time, the association between an increase in minimum wage and the isso's excess resources was investigated separately. the results once again confirm that the isso cash balance would be improved by 3.3% in association with a 10% increase in minimum wage. in this study, it was also shown that the population of contributors, the population of pensioners, the population support ratio, gdp and dummy variables of sanction and iran-iraq war have been influential as well.this research is the first study that seeks to conceptualize the association between an increase in minimum wage and the isso’s excess resources as one of academic misconduct.
