رویکرد سازمان همکاری اسلامی؛ از روی‌گردانی تا توجه به حقوق بشر

امروزه بسیاری از سازمان‌های بین‌المللی و نهادهای منطقه‌ای در همراهی با مکانیسم‌های حقوق بشری ملل متحد در توسعۀ حقوق بشر ایفای نقش می‌نمایند. سازمان همکاری اسلامی نیز به‌عنوان یک نهاد فرامنطقه‌ای در سال‌های اخیر در سایۀ توجه به حقوق بشر به تلاش‌هایی قابل تحسین برای ارتقای حقوق بشر در دولت‌های اسلامی مبادرت نموده است. پرسش اساسی پژوهش این است که سازمان در زمینۀ حقوق بشر چه رویکردی اتخاذ نموده است؟ مقالۀ پیشِ رو ضمن پرداختن به وضعیت حقوق بشر در سازمان همکاری اسلامی، رویکرد این سازمان را در سه مرحلۀ جداگانۀ روی‌گردانی از حقوق بشر، مواجهه با حقوق بشر بین‌المللی و توجه به حقوق بشر، مورد مطالعه قرار می‌دهد. به‌نظر می‌رسد این سازمان پس از سال‌های نخست روی‌گردانی از حقوق بشر، از طریق نگارش اسناد حقوق بشری مانند اعلامیۀ قاهره و معاهدۀ کودک در اسلام به حقوق بشر توجه کرده که تا حدودی بیانگر نوعی تقابل با حقوق بشر بین‌المللی بوده و درنهایت از طریق برنامۀ ده‌‌سالۀ اقدام سازمان، اصلاح اساسنامۀ سازمان، اعلامیۀ قاهره، تاسیس کمیسیون دائمی مستقل حقوق بشر و استفاده از برخی ابتکارات برای حمایت از حقوق بشر، نشانه‌های امیدوارکننده‌ای از توجه به حقوق بشر را جلوه‌گر ساخته است.

The Organization of Islamic Cooperation, from Repelling to Paying Attention to International Human Rights Law

Nowadays, a lot of international organizations and regional institutions have considerable contributions in the human rights mechanisms of the United Nations for the development of human rights. In recent years, the Islamic Cooperation Organization, as a regional entity, has gone through changes in concern with human rights, which can be described in terms of attempts for broadening human rights in the Islamic countries. In addition to focusing on the issues important for Islamic Cooperation Organization, the current paper analyzes its approach for human rights in three separate stages including ignoring human rights, encountering international human rights, and paying attention to human rights. Furthermore, the most recent human rights developments in the organization have been investigated. After the early years of ignoring the human rights, it seems that the Islamic Cooperation Organization has paid attention to human rights through Cairo Declaration and Covenant on the Rights of Child in Islam which did not comply thoroughly with the international human rights; finally it has resulted in promising proofs of caring for international human rights through founding Permanent Independent Commission of Human Rights, utilizing some creativities for supporting human rights, the tenyear program of organization, and revising the statute of the organization.
