تحول نظام مدیریتی روستای سرمشهد؛ از کدخدایی به شورایی

روستای سرمشهد از زمان پیدایش (مصادف اوایل دوران قاجار) تا اجرای قانون اصلاحات ارضی همواره تحت نظام ایلی (خان، کلانتر و کدخدا) اداره می شد. اما با اجرا شدن این قانون،مدیریت ایلی در سرمشهد بتدریج کنار رفت و مدیرییت دولتی جای آن را گرفت. بر این اساس پزوهش حاضر با روش تحقیق تاریخی و بهره گیری از مطالعات میدانی، مصاحبه و اسناد در صدد پاسخ گویی به این پرسش است، نظام مدیریت روستای سرمشهد- بعنوان مطالعه موردی- چگونه دچار تغییر و تحول شد؟ نتیجه مطالعات نشان می دهد، اجرای قانون اصلاحات ارضی در سرمشهد از سال 1349 ه ش، آغازگر تحولات مدیریتی در این روستا بود. در نتیجه آن بیشتر زمین های مالکان از اختیارشان خارج شد. این شرایط از قدرت و نفوذ نظام ایلی کاست و موجب به حاشیه رفتن آن گردید. با تضعیف این نظام در دوره گذر از مدیریت کدخدایی به مدیریت شورایی، ریش سفیدان، خانه انصاف، خیراندیشان و اداره تعاون و امور روستاها تا سال 1377 به امورات سرمشهد رسیدگی می‌کردند. و از اسفند سال 1377 ه. ش. برای اداره روستای سرمشهد نخستین دوره انتخابات شورا همزمان با سایر روستاهای ایران برگزار گردید و سال 1381 هش. اولین دهیار سرمشهد انتخاب شد.

sarmashhad village from the beginning (early of qajar period) until the implementation of the land reform law always managed bytribe system. when land reform started in sarmashhad, tribe system withdrew, so governmental system replaced. in this regard the present research use historical-research method and field studies, interviews and documents. the answer tells this question: how sarmashhad management system as a -case study- change and reorganize?the results of studies show, implementation of land reform law in sarmashhad since 1971, it was the beginning of management changes in this village. as a result of land reform many landlords lost some fields. this condition reduced power of old management system and caused it to go to the sidelines.by weakening the tribal management system, during the period of transition from tribal management to council management , elders- house of justice- charity and department of cooperatives and village affairs until 1999, the managed sarmashhad.and from march 1999, to manage the village of sarmashhad in the first period of the council elections, it was held the sane time as other villages in iran and in 2003, ruralmunicipality emerged in sarmashhad.
