مبانی و ضرورت‎های پارلمانتاریسم در روزنامۀ پرورش چاپ قاهره

مفهوم پارلمان از مفاهیم موردتوجه در ایران پیشامشروطه، در روزنامۀ پرورش چاپ قاهره از ابعاد مختلف مورد توجه قرار گرفت. روزنامه ضمن توصیف پارلمان‎های غربی، آن را با قاعدۀ مشورت در اسلام پیوند داد و تاسیس پارلمان در ایران را نه‌تنها منافی با اسلام ندید، بلکه آن را راهکاری مناسب برای تقویت سلطنت و مقابله با استعمار دید. برای این منظور روزنامه درصدد برآمد پارلمان را به‌عنوان نهادی برآمده از نظام‎های مشروطۀ غربی و مبانی نظری آن، با اصول اسلامی و سلطنت قاجاری مطابقت دهد. تحقیق حاضر بر آن است تا نحوه و چگونگی تطبیق پارلمانتاریسم با اصول اسلامی و سنت‎های جامعه را به‌عنوان یک مسئله مورد بررسی قرار داده و به این سوال‎ با روش تبیینی و با استفاده از تکنیک تحلیل محتوا پاسخ دهد که روزنامه به چه نحو اصول پارلمان را با اسلام و سنت‎های جامعۀ ایران تطبیق داده و برای ایران آن زمان مفید دانسته است. نتایج تحقیق نشان می‎دهد که پرورش به دلیل عدم اعتقاد به اخذ تمام و کمال اصول تمدن غربی و به‌تبع آن پارلمانتاریسم رایج در غرب، سعی کرده است تا ضمن تایید نظام پارلمانی، با تقلیل این مفهوم مدرن، آن را با اصول اسلامی و سنت‎های جامعۀ ایران مطابق نشان دهد. همین امر نیز باعث شد تا روزنامه به توصیف ظواهر پارلمان غربی و کارکردها و فواید حاصل از آن برای جامعه و سلطنت اکتفا نماید و تاسیس آن را برای تقویت سلطنت و مقابله با استعمار ضروری بداند.

the foundations and necessities of parliamentarism in the parvaresh newspaper, published in cairo

the concept of parliament, a subject of interest in pre-constitutional iran, was discussed from various perspectives in parvaresh, a newspaper published in cairo. while describing western parliaments, the newspaper linked the concept to the islamic principle of consultation, viewing the establishment of a parliament in iran as not only compatible with islam but also as a means to strengthen the monarchy and counter colonialism. in this context, parvaresh sought to align parliament, an institution emerging from western constitutional systems, with islamic principles and the qajar monarchy. the present study aims to investigate how parliamentarism could be adapted to islamic principles and societal traditions in iran, addressing this issue through an explanatory method and using content analysis techniques. the research seeks to answer the following question: how did the newspaper adapt the principles of parliament to islam and the traditions of iranian society, and why did it consider this adaptation beneficial for iran at the time? the results of the research indicate that parvaresh, skeptical of wholesale adoption of western principles and western parliamentarism, aimed to affirm the parliamentary system while reducing its modern aspects to align with islamic principles and iranian societal traditions. this approach led the newspaper to focus primarily on describing the external characteristics of western parliaments, along with their functions and benefits for society and the monarchy, while considering their establishment essential for strengthening the monarchy and countering colonialism.
