انگاره‌های حکومت‌مندی مدرن در دوره پیشامشروطه؛ با تاکید بر رساله کشف‌الغرائب مجدالملک سینکی

ورود تجدد به ایران سرآغاز نظرورزی پیرامون ماهیت حکومت و تاثیر آن بر عقب ماندگی ایران است. شکست ایران از روسیه طی دو جنگ به تعمیق این اندیشه انجامید. ظهور شخصیت های اصلاح طلب و روشنفکر در این دوره واکنشی به این امر بود. هرچند بسته به نحوه آشنایی و تماس این افراد با تجدد غرب، درک آنان از ماهیت حکومت مدرن و نواقص حکومت در ایران متفاوت بود.نوشتار حاضر بر مبنای روش توصیفی تحلیلی و با اتکاء به نظریه حکومت مندی میشل فوکو به بررسی نحوه ادراک مجدالملک از ماهیت حکومت مدرن بر اساس تحلیل رساله کشف الغرائب، پرداخته است. این اثر یکی از اولین آثار انتقادی در عصر قاجار است. دستاورد این پژوهش نشان می دهد که مجدالملک به نقد ماهیت حکومت سنتی در ایران براساس نقد حکومت در قالب انتقاد از سلطنت، بی‌کفایتی کارگزاران و ناکارآمدی نهادهای حکومتی پرداخته؛ اما رویکرد وی بیشتر جنبه سلبی دارد و الگوی بدیلی در مقابل حکومت سلطنتی ارائه نمی دهد. از سوی دیگر درک او بیشتر در قالب حکومت قانون، تفکیک قوه مقننه از مجریه و تلاش در جهت تاکید بر مفهوم ملت در مقابل رعیت و اشارات اندکی به دموکراسی است.

Entrance of renewal to Iran was the beginning of opinion making about the identity of the state and its effect on retardedness of Iran. Iran’s defeat by Russia during two wars caused that this thought to become deepened. Emergence of reformists and inteleectuals was a response to this issue, though they had different approaches to the identity of the modern state in The West and deficits ofstate in Iran depeding on how these people became familiar with and connected with Western Renewal. The current study is based on analyticaldescriptive method focusing on Michel Foko’s soverignity theory discusses approach of Majd AlMolk to modern state identity relying upon analysis of treatise of Discovery of Unusal.this work is among the first critical works of Qajar Era. Achievement of this research indicates that though Majd AlMolk criticizes traditional state identity in Iran based on criticism of soverignity in the framework of state, criticism of king and decadence of ideal king pattern, actors’ incompetencies, inefficiencies of state institutes but his approach has deprivation aspect and does not present an ideal pattern against state soverinity. On the other hand, his approach to modern state identity is superficial is mainly in the framework of legal state, seperating legislative institution from adminstrative institution and attempt to focus on the concept of nation against people and little referral to democracy.
