تحلیلی بر دعاوی و شکایت‌های حقوقی مردم تهران در سال‌های نخست مشروطه ( 1330-1324ق)

اختلافات قضایی جامعه در دوره مشروطه شامل دعاوی حقوقی و کیفری، بیانگر واقعیاتی است که در بستر اجتماعی، اداری و سیاسی جامعه در ایران، ایجاد شده بود. این نوشتار بر آن است، به روش توصیفی – تحلیلی دعاوی و شکایت‌های قضایی مردم تهران در حوزه حقوقی، از میان منابع به‌ویژه اسناد عدلیه به‌جای مانده از آن دوران، استخراج و بررسی نماید. در حوزه دعاوی حقوقی در این زمان می‌توان به اختلافات ملکی، مالی، ارث و وقف اشاره کرد. یافته‌ها نشان می‌دهد که در این حوزه بیشترین چالش میان افراد، مسائل مالی بوده است. رژیم نوپای مشروطه نیز از همان بدو تاسیس دچار بحران‌های فزاینده مالی بود. این امر علل زیادی داشت که بیشتر از عملکرد ناصحیح حکومت پیشین قاجاریه در مواجهه با مشکلات اقتصادی ناشی می‌شد. در این دوره ارزش پول ایران در قبال ارزهای معتبر خارجی بسیار تنزل کرد. از سوی دیگر نقدینگی موجود کشور هم به رغم نوسانات شدید پولی تا مدت مدیدی نمی‌توانست پاسخ گوی نیازهای داخلی کشور باشد. این وضعیت بر مردم هم تاثیر گذاشته و عمده شکایت‌های قضایی آنان در حوزه مسائل مالی بود.
