تاثیر سیاست مالی دولت ها بر تغییرات بودجه وزارت معارف در زمان پهلوی اول

تحولات ناشی از جنگ اول جهانی و تاسیس حکومت پهلوی، سبب بروز شرایطی در فضای سنتی ایران شد که ضرورت بودجه‌نویسی مدون جهت تعیین تکلیف وزارتخانه‌ها، به منظور رسیدگی به امور مالی خویش را، به امری بسیار مهم مبدل کرد. در همین راستا عدم توانایی تطبیق بین سیاست و عملکرد مالی دولت‌ها، می‌توانست تا آنجا در ادامه حیات سیاسی آنان زیان‌آور باشد که حتی دولتی را به تزلزل و سقوط بکشاند. بررسی وضعیت وزارت معارف به‌عنوان یکی از ارکان مهم در برنامۀ همۀ دولت‌های صاحب قدرت سیاسی کشور، نیازمند تحقیق در خصوص تطبیق یا عدم تطبیق این دو مسئله است. این پژوهش درصدد پاسخگویی به این سوال است که تا چه میزان عملکرد مالی دولت ‌ها و تخصیص بودجه به وزارتخانه مذکور، با سیاست های مالی تعیین شده به عنوان برنامۀ کاری کابینه هر نخست‌ وزیر تطبیق داشته‌است. هدف این پژوهش تحلیل میزان همگرایی این دو مولفه با یکدیگر است که نمود اصلی آن در بودجه‌نویسی وزارتخانه‌ها متبلور می‌گردید. یافته‌های این پژوهش نشانگر عدم تطبیق این دو عامل است که این مسئله در تناقض با سیاست مالی دولت‌ها در خصوص تاکید بر گسترش معارف در برنامه کابینه نخست‌وزیران قرار داشت. در این پژوهش از روش کلیومتریک در تحلیل منابع کتابخانه‌ای و اسناد کمک گرفته‌شده ‌است.

The Impacts of Governments’ Financial Policy on Changes in the Budget of the Ministry of Education During the Time of Pahlavi I

The changes caused by the World War I and the establishment of the Pahlavi dynasty provided the emergence of some new conditions in the traditional atmosphere of Iran, which made the necessity of codified budgeting to determine the duties of the ministries in terms of inquiring about their financial affairs. In this regard, inconsistency between the politics and the performance of governments could be harmful to the existence of political life, to the extent that it could even lead to instability and overthrow of a government. Evaluation and assessment of the status of Ministry of Education as one of the important elements in all governments scheme, requires investigation of these two issues. This research tries to answer the question that to what extent the financial performance of the governments and the budget allocation to this ministry have been matched with the financial policies determined as the work plan of the cabinet of each prime minister. Also, this research seeks to analyze the degree of convergence of these two issues, which manifests itself in the budgeting of ministries. The findings of this research indicate inconsistencies of these two factors. This issue was in contradiction with the government’s financial policy regarding the emphasis on the developments of education in the program of the cabinet of prime ministers. In this research, cliometric method has been used in the analysis of library resources and documents.
