عوامل موثر اجرای برون سپاری در بیمارستان‌ها از دیدگاه مدیران در دانشگاه علوم پزشکی تهران

زمینه و هدف: امروزه کوچک سازی سازمانها را می توان استراتژی مناسبی برای بخشهای مختلف بیمارستانی در کشور در بستر موجود قلمداد نمود. لذا به کارگیری هر مکانیزم جدید درنظام سلامت نیازمند بررسی و تطبیق با شرایط محلی می باشد. مطالعه ی حاضر نیز با هدف بررسی عوامل موثر بر اجرای برون سپاری در بیمارستان از دیدگاه مدیران بیمارستان های دانشگاه علوم پزشکی تهران انجام شده است. روش بررسی: پژوهش حاضر یک مطالعه ی توصیفی همبستگی و کاربردی است. نمونه گیری در این مطالعه با توجه به حجم جامعه پژوهش(مدیران بیمارستان، مالی و امور قراردادهای بیمارستان های دانشگاه علوم پزشکی تهران مشتمل بر 15 بیمارستان) به روش سرشماری انجام شد. ابزار مطالعه، پرسش نامه ی محقق ساخته ای بر 2 بخش شامل اطلاعات دموگرفیک و عوامل موثر بر استقرار برون سپاری در بیمارستان ها که بین حجم نمونه توزیع شد و در مرحله بعد جهت تحلیل داده ها، از آزمون های آماری توصیفی در نرم افزار spssاستفاده شد.یافته ها: 58% شرکت کنندگان سابقه ی خدمتی بالا و 80% تحصیلات ارشد و دکتری داشتند. برای اجرای موفق برون سپاری در بیمارستان ها، باید موارد تشکیل تیم راهبردی برون سپاری، بررسی کیفیت خدمات برون سپاری شده، نظارت دقیق و تسلط مدیران به اصول برون سپاری مدنظر قرارگیرد.نتیجه گیری: با توجه به اینکه برون سپاری خدمات می تواند به نتایج مثبتی در خصوص افزایش کیفیت خدمت، رضایت ذینفعان، کاهش هزینه، ایجاد درآمد و ... دست یابد، بهره گیری از دیدگاه های مدیران صف که سابقه ی خدمتی بالایی دارند در اجرای تصمیمات موفق موثر می باشد.

Factors Affecting the Implementation of Outsourcing in Tehran University of Medical Sciences Hospitals: Hospital Administrators’ Vision

Background and Aim: Today, small businesses can be considered as a good strategy for different parts of hospitals in the country. Therefore, the use of any new mechanism in the health system needs to be examined and adapted to local conditions. This study aims to investigate factors affecting the implementation of outsourcing from the viewpoint of managers of Tehran University of Medical Sciences (TUMS) hospitals.Materials and Methods: The present research is a descriptivecorrelational and applied study. Due to the size of the population (TUMS managers of financial and hospital affairs), sampling was done by census method. The research tool was a researchermade questionnaire with two sections demographic information and factors affecting outsourcing in hospitals and was distributed among the subjects. Then, to run descriptive statistics for data analysis, SPSS version 18 was used.Results: Fiftyeight percent of the participants had a long service record and 80% had postgraduate degrees. For successful outsourcing in hospitals, the following should be considered: formation of a strategic outsourcing team, checking out the quality of outsourced services, and managers rsquo; close monitoring and mastery over outsourced principles. Conclusion: Since outsourcing of services can achieve positive results in terms of improving the quality of services, satisfying stakeholders, reducing costs, generating income, and so on, using the perspectives of queue managers who have a long service record can be effective in the implementation of successful decisions.
