بررسی و تحلیل مکان‌یابی اسکان موقت در شرایط بحران با تاکید بر تهدیدات انسان‌ساخت (مطالعه موردی : منطقه یک شهرکرمانشاه)

یکی از اقدامات اساسی از دیدگاه پدافند غیرعامل حفاظت از شهروندان در مقابل آسیب‌های ناشی از تهدیدات انسان‌ساخت است به نحوی که در هنگام بروز تهدیدات و آسیب مراکز هدف توسط دشمن مردم آسیب دیده تحت تاثیر این تهدیدات نیز در سریع‌ترین زمان در محدوده‌های مناسب اسکان داده شوند تا پس طی دوران بازسازی به مناطق اولیه خود بازگردند. با توجه به پیشینه تهدیدات و آسیب‌های وارده به دارایی‌های شهر کرمانشاه در دوران هشت سال دفاع مقدس و همچنین تجمع دارایی‌های تهدید پذیر در منطقه یک، موضوع اسکان موقت در محدوده منطقه یک شهر کرمانشاه به عنوان یک ضرورت در دسته اقدامات پیش از بحران‌ها مطرح می‌باشد؛ لذا در این پژوهش با شناسایی محدوده مطالعاتی و معرفی معیارها و عوامل موثر در مکان‌یابی، این معیارها با روش ahp بر اساس نظر خبرگان حوزه پدافند غیرعامل وزن‌دهی شده و با استفاده از نرم‌افزار arc gis محدوده‌های مناسب اسکان موقت مشخص گردیده است. در نهایت بر اساس نتایج به دست آمده محدوده‌های نوار غربی و جنوب منطقه یک شهر کرمانشاه به عنوان محدوده‌های مناسب شناسایی شده و با توجه به نوع کاربری‌ها، مساحت و مالکیت در این محدوده‌ها گزینه‌های دارای شایستگی جهت استفاده برای احداث اسکان موقت در منطقه یک شهر کرمانشاه معرفی گردیده و در پایان پیشنهاداتی در راستای بهبود شرایط منطقه از دیدگاه پدافند غیرعامل شهری جهت بهره‌برداری در برنامه‌ریزی‌های مدیریت شهری ارائه شده است.

investigating and analyzing the location of temporary accommodation in crisis conditions with an emphasis on man-made threats (case study: district 1 of kermanshah municipality)

one of the basic measures from the point of view of passive defense is to protect citizens from harm caused by man-made threats in such a way that when threats and damage to the target centers by the enemy occur, the people that affected by these threats are resettled in appropriate areas   as soon as possible until  return to their original areas after the reconstruction period. according to the history of threats and damage to the assets of kermanshah during the eight years of holy defense, it is necessary to pay attention to temporary accommodation in the area of kermanshah due to the accumulation of threatenable assets. therefore, in this research, by identifying the study area and introducing the effective criteria and factors in locating, these criteria are weighted with the ahp technique based on the opinion of experts, and the appropriate ranges of temporary accommodation have been determined using arc gis software. finally, based on the obtained results, the western and southwestern region one of kermanshah city have been identified as suitable areas,and according to the type of uses, area and ownership in these areas, 3 options from the study area have merit to be used for construction the temporary accommodation site is located in region one of of kermanshah city.
