بررسی و ارزیابی آسیب ‌پذیری شبکه‌ های حمل ‌و نقل و تحلیل اندرکنش آن با تاکید بر فرودگاه‌های شهری

آنچه در این تحقیق به آن پرداخته‌ شده است بررسی و ارزیابی آسیب ‌پذیری  شبکه‌های حمل ‌و نقل و تحلیل اندرکنش آن با تاکید بر فرودگاه‌های شهری در برابر تهدیدات انسان‌ساخت و ارائه پیشنهادهای کاهش آسیب‌پذیری بر مبنای اصول و مبانی پدافند غیرعامل است.فرودگاه‌ها با فراهم آوردن بستر حمل‌ونقل سریع کالا و مسافر و با ظرفیت بالا بین مناطق بافاصله زیاد به توسعه همه‌جانبه کشورها و حتی استان‌ها کمک شایانی می‌نمایند به‌طوری‌که از آن به‌عنوان یکی از نمادهای توسعه در جوامع مختلف یاد می‌شود.فرودگاه‌های غیرنظامی در حال حاضر به‌عنوان یکی از دارائی‌های حیاتی و ارزشمند در هر کشوری که به‌عنوان یکی از مرزهای هوایی تلقی شده به شمار می‌رود، و از اهمیت فراوانی برخوردار خواهد بود به‌نحوی‌که انجام اقداماتی در جهت کاهش آسیب‌پذیری آن‌ها در برابر تهدیدات، امری ضروری اجتناب‌ناپذیر است، به‌طوری‌که کوچک‌ترین اختلال در عملکرد و یا آسیب به کالبد آن به وجود آید، موجب خسارت‌های هنگفت مادی و معنوی می‌گردد.پژوهش حاضر تحقیقی کاربردى بوده، و در زمره پژوهش‌های توصیفی-تحلیلى قرارداد، اطلاعات موردنیاز با استفاده از روش‌ها یا اسنادی، شامل اسناد کتابخانه‌ای، مشاهداتی و میدانی گردآوری‌شده است.برای این منظور تعداد32نفر کارشناس به‌عنوان خبره انتخاب و ازروشfema جهت تحلیل ریسک استفاده‌شده و اطلاعات با استفاده از نرم‌افزارهای expert choice و تکنیکahp مورد تجزیه ‌و تحلیل قرارگرفته است. یافته‌های تحقیق نشان  می‌دهد که دارایی‌های فرودگاه‌های شهری در بخش‌های مختلف در مقابل حملات نظامی و اقدامات تروریستی انسان‌ساخت به‌طورجدی آسیب‌پذیر هستند.البته با توجه به نوع، ماهیت و کارکرد هرکدام از عناصر زیرساخت‌ها، میزان و سطح آسیب‌پذیری متفاوت است. و می‌توان عوامل افزایش آسیب‌پذیری و راهکارهای کاهش آن را برای تک‌تک دارایی‌های کلیدی ، با هدف تضمین تداوم فعالیت و حفظ زیرساخت‌های فرودگاه و حفاظت از جان انسان‌ها را تشریح نمود.

what in this research it has been addressd vulnerability  review and assessment transportion networks  and its interaction analysis emphasis on urban air ports against man made threats and proposals to reduce vulnerability based on the principles and foundations of passive defense is. airports by providing  fast shipping platform and passenger and with high capacity between regions with a long distance to the comprehensive development of countries and even the provinces help a lot so that it as one of the symbols of development civilian airports are currently considered as one of the vital and valuable assets in any country that is considered as one of the air borders, and will be very important, so that taking measures to reduce their vulnerability to threats is necessary and unavoidable, so that the slightest disturbance in its functioning or damage to its body causes huge material and moral damages. the current research is an applied research, and it is in the category of descriptive-analytical research, the required information has been collected using documentary methods, including library documents, observations and field. for this purpose, a number of 32 experts were chosen as experts and fema method was used for risk analysis and the information was analyzed using expert choice software and ahp technique.    the findings of the research show that the assets of city airports in different sectors are seriously vulnerable to military attacks and man-made terrorist acts of course, according to the type, nature and function of each of the infrastructure elements, the degree and level of vulnerability is different and it is possible to explain the factors of increasing vulnerability and the ways to reduce it for each key asset, with the aim of ensuring the continuity of activity and maintaining the airport infrastructure and protecting human lives.
