ارتقاء سطح ایمنی و کاهش آسیب‌پذیری زیرساخت‌های حمل و نقل استان‌های مرزی با هدف افزایش تاب‌آوری

برنامه‌ریزی برای زیرساخت های حمل و نقل مناطق مرزی، یکی از عرصه‌های نوین در برنامه‌ریزی و سیاست‌گذاری برای توسعه کشور است. شبکه حمل و نقل کشور علاوه بر جابجایی میلیون‌ها مسافر، محصولات کارخانجات، فرآورده‌های کشاورزی، سوخت، مواد شیمیایی و ... را جابجا می‌کند و ایجاد وقفه‌ای هرچند کوتاه در خدمات رسانی آن در شرایط بحرانی که کشور با کمبودهایی مواجه می‌باشد، می تواند آثار جبران ناپذیری را به فعالیت‌های مختلف کشور وارد کند. تجربیات حاصل از جنگ‌های نیم قرن اخیر نشان می‌دهد، زیرساخت های مناطق مرزی همواره مورد تهدیدات مختلف بوده است. بنابراین، مصون سازی زیرساخت های حمل و نقل به دلیل نقش مهمی که در زندگی بشر دارند، از اهمیت زیادی برخوردار است. هدف اصلی در این پژوهش، شناخت نقاط ضعف این زیرساخت‌ها در مناطق مرزی و ارائه راهکارهایی برای کاهش این آسیب‌پذیری ها است. در این مقاله با استفاده از روش ارزیابی ریسک فما (fema)، ابتدا دارایی های حوزه حمل و نقل استان های مرزی شناسایی و غربالگری شده، سپس بر اساس تهدیدات مبنا احصاء شده به شناسایی و ارزیابی آسیب‌پذیری ها پرداخته و ریسک هریک از دارایی ها، محاسبه و در پایان راهکار هایی برای کاهش خطر در زیرساخت‌های حمل و نقل استان های مرزی ارائه می شود.

improving the level of safety and reducing the vulnerability of the transport infrastructures of the border provinces with the aim of increasing resilience

planning for the transportation infrastructure of border areas is one of the new fields in planning and policy making for the development of the country. in addition to moving millions of passengers, the country’s transportation network also moves factory products, agricultural products, fuel, chemicals, etc and creating a short interruption in its services in a critical situation where the country is facing shortages, can bring irreparable effects to the various activities of the country. experiences from the wars of the last half century show that the infrastructures of the border areas have always been under various threats. therefore, the protection of transportation infrastructure is very important because of the important role they play in human life. the main goal of this research is to identify the weak points of these infrastructures in the border areas and provide solutions to reduce these vulnerabilities. in this article, using fema’s risk assessment method, first the assets of the border provinces’ transportation area are identified and screened, then the vulnerabilities are identified and evaluated based on the threats based on the statistics, and the risk of each asset is calculated and at the end, solutions are provided to reduce the risk in the transportation infrastructure of the border provinces.
