واکاوی مفهوم پدافند غیرعامل در آمایش شبکه حمل‌ونقل جاده‌ای با بهره‌گیری از تجربیات دفاعی (مطالعه موردی: استان خوزستان)

در این مطالعه، هدف کاربرد مفهوم پدافند غیرعامل برای مدیریت شبکه حمل‌ونقل جاده‌ای با بهره گیری از تجربیات دفاع مقدس است. روش تحقیق کتابخانه‌ای و پیمایشی بوده و از چارچوب ابزار تحلیل راهبردی استفاده‌ شده است. برای دستیابی به هدف، ابتدا با بررسی شبکه حمل‌ونقل جاده‌ای و اجزای آن، شناخت کافی برای اطلاع از تهدیدات موجود نسبت به بخش‌های مختلف آن به دست آمده است. تهدیدات مختلف شبکه حمل‌ونقل بر اساس تجربیات دفاع مقدس شناسایی‌ و از آن‌ها در ارائه راهبردهای مختلف استفاده شده است. سپس با تحلیل فضایی پتانسیل تهدید شبکه و با بهره‌گیری از روش ابزار تحلیل راهبردی به ارزیابی جنبه های مختلف آن پرداخته و وضعیت کلی آن ارزیابی شده است. نظرات 15 نفر کارشناس برای وزن دهی به ماتریس ها استفاده شده است. در راستای برنامه‌ریزی برای شبکه حمل‌ونقل جاده‌ای پایدار، راهبردهایی بر مبنای جنبه های مختلف این سیستم و با رویکرد پدافند غیرعامل ارائه و اولویت‌بندی شده است. بر اساس نتایج به‌دست‌آمده عوامل درونی 1.77 و عوامل بیرونی 2.62 امتیاز کسب کرده اند که بر اساس ماتریس ارزیابی موقعیت و اقدام راهبردی، موقعیت سیستم حمل‌ونقل محافظه کارانه ارزیابی شد. همچنین بر اساس اولویت‌بندی راهبردها با روش ماتریس کمی برنامه‌ریزی راهبردی، راهبرد اول (همکاری و اجرای برنامه‌های مشترک با سازمان های سیاست‌گذار و اجرایی در حوزه پدافند غیرعامل)، با وزن 4.56، راهبرد دوم (تخصیص بودجه به توسعه پروژه ها و طرح‌های پدافند غیرعامل در حمل‌ونقل جاده‌ای)، با وزن 4.43 مهم‌ترین راهبردها بودند.

The Analysis of the Concept of Passive Defense in Road Transport Network Management Using the Defense Experiences (Case Study: Khuzestan Province)

In this study, the aim is to apply the concept of passive defense to manage the road transport network using the experiences of the sacred defense (13591368). The research method is library and survey, and the framework of strategic analysis tools is used. To achieve the goal, first, the road transport network and its components are surveyed, and sufficient information is gathered to achieve awareness of the existing threats to various parts. Different threats to the transportation network are identified based on the sacred defense experiences and used in multiple strategies. Then, by spatial analysis of the network threat potential and using the method of strategic analysis tools, its various aspects and general condition are evaluated. The opinions of 15 experts are used to weigh the matrices. Then some strategies are presented and prioritized based on different aspects of this system with a passive defense approach, for planning a sustainable road transport network. The results show that internal factors scored 1.77 and external factors scored 2.62, hence based on the position evaluation matrix and strategic action, the position of the transportation system is evaluated as conservative. Also, based on the prioritization of strategies with the quantitative matrix method of strategic planning, the first strategy (cooperation and joint programexecutions with policymaking and executive organizations in the field of passive defense) with a weight of 4.56 and the second strategy (budgeting for project development and passive defense plans in road transport) with a weight of 4.43 are the most important strategies.
