راهبردهای تامین و بومی‌سازی در سامانه‌های قدرت با رویکرد پدافند غیرعامل

با توجه به اهمیت ویژه سامانه‌های قدرت در هر کشور و در نظر گرفتن تئوری واردن بررسی این سامانه‌ها با هدف ارائه روش هایی جهت بهبود عملکرد با رویکرد پدافند غیرعامل ضروری است. تحقیق حاضر به‌منظور بررسی و پیشنهاد راهبردهایی برای تامین و بومی سازی در سامانه‌های قدرت  با رویکرد پدافند غیرعامل تهیه شده است. بعد از تجزیه و تحلیل محیطی و شناخت نقاط قوت، ضعف، فرصت ها و تهدیدها، با استفاده از ماتریس سوآت راهبردهای پیشنهادی تدوین شد و برای اولویت بندی این راهبردها از نظر نخبگان مرتبط در صنعت برق به‌وسیله توزیع پرسشنامه استفاده شده است. همچنین برای بررسی دقیق تر اولویت بندی، هر یک از راهبردها بر اساس شاخص‌‌ها و سنجه‌‌های اولویت‌‌بندی مانند: اولویت تقدم و تاخر راهبردها از نظر زمانی، زمان دستیابی به اولین خروجی، ‌هزینه تحمیل‌شده به سازمان برای اجرای راهبرد، تنوع کاربری در حوزه‌‌های دیگر رزمی، امکان بهره‌‌مند شدن از ظرفیت‌‌های ملی، میزان وابستگی راهبرد به دانش و فناوری غیربومی و سطح ماندگاری راهبرد، مجدداً امتیازدهی شدند که به این ترتیب اولویت بندی راهبردها در چهار دسته از اهمیت زیاد به اهمیت کم مشخص شده است که به‌طور خلاصه اقدامات این راهبردها شامل چهار دسته اقدامات حمایتی، اقدامات تقنینی، اقدامات تقویتی و اقدامات ایجادی می باشد.

Strategies for supply and localization in power systems with a passive defense approach

Considering the special importance of power systems in each country as well as warden’s theory, it is necessary to investigate these systems with aim of presenting ways to improve its performance with passive defense approach. The present study has been prepared to investigate and propose strategies for supply and localization capability in power systems with passive defense approach. After environmental analysis and identification of strengths, weaknesses, opportunities and threats, the proposed strategies were developed using the SWOT matrix. To prioritize these strategies, the opinion of relevant elites in the electricity industry have been gathered by distributing questionnaires. Also, for a more detailed investigation of prioritization, each strategy was rerated based on indicators and criteria of prioritization, such as: primacy and latency of strategies in terms of time, time to achieve the first output, cost imposed on the organization, variety of use in other combat areas, the possibility of benefiting from national capacities, the degree of dependence of the strategy on nonindigenous knowledge and technology, and the level of sustainability of the strategy. Finally, the prioritization of strategies in four categories from high to low importance has been identified and the measures of these strategies include four categories of supportive measures, lawrelated measures, reinforcement measures and creative measures.
