مکان‌یابی پناهگاه‌های چند منظوره شهری با رویکرد پدافند غیرعامل (نمونه مطالعاتی: شهر بجنورد)

به دلیل موقعیت راهبردی ایران و وضعیت سیاسی حاکم در غرب،  مخاطرات انسانی از قبیل تهاجمات نظامی همواره مرزهای جهموری اسلامی ایران را مورد تهدید قرار می‌دهد. با علم به این موضوع و تهدیدات پیاپی صورت گرفته توسط غرب و البته بر اساس تجربیات حاصل از تاریخ چهل ساله انقلاب اسلامی (حمله به شهر‌ها و غیرنظامیان) می‌توان به ضروری بودن اجرای اصول پدافند غیر‌عامل در تمامی ابعاد پی برد تا در صورت هرگونه خطر احتمالی،آمادگی واکنش سریع در برابر آن را داشت و خسارات جانی و مالی را به حداقل رساند. با رشد شهرنشینی و گسترش شهرها، شهرها در برابر حوادث و سوانح آسیب‌پذیرتر شده‌اند. هدف این پژوهش مکان‌یابی و احداث پناهگاه‌های چند منظوره شهری در سطح شهر بجنورد به منظور کاهش تلفات انسانی می‌باشد. این پژوهش از نوع توصیفی _ تحلیلی می‌باشد که با استفاده از اسناد و منابع کتابخانه‌ای به تبیین مفاهیم و استخراج معیارهای لازم جهت مکان‌یابی پرداخته شده است سپس به منظور مکان‌یابی پناهگاه‌های چند منظوره شهری با استفاده از الگو ahp اولویت‌بندی شاخص‌ها انجام گرفته و با استفاده از نرم‌افزار gis به کمک تابع weighted overlay برای هر معیار نقشه مرتبط خروجی گرفته شده است و با همپوشانی نقشه‌های مختلف، به 3 پناهگاه چند منظوره شهری برای شهر بجنورد دست یافته‌ایم. نتایج به‌دست آمده حکایت از آن دارد که به‌ترتیب میدان شهید (0.6079)، مصلی نماز جمعه (0.3406) به‌عنوان مناسب‌ترین پناهگاه جهت استقرار در مواقع اضطراری می‌تواند مورد استفاده قرار بگیرد. همچنین لازم به‌ذکر است که پارک شهر (0.0456) (در صورت کمبود جا در دو مکان دیگر) می‌تواند به‌عنوان مکانی رزرو مورد استفاده قرار بگیرد.

Site Selection of MultiPurpose Urban Shelters with Passive Defense Approach (Case Study: Bojnourd City)

Due to Iran’s strategic position and the political situation in the West, human dangers such as military aggression always threaten the borders of the Islamic Republic of Iran. Considering this issue and the successive threats made by the West and of course, the experiences of the forty years following the Islamic Revolution (attacks on cities and civilians) have led to the appreciation of the need to implement the principles of passive defense in all dimensions. In the event of any potential danger, it is vital to be prepared to react quickly and minimize human and financial losses. Cities have become more vulnerable to accidentsdue to the growth of urbanization and the expansion of cities. The purpose of this study is to locate and construct multipurpose urban shelters in Bojnourd in order to reduce human casualties.This research is of the descriptiveanalytical type in which documents and library resources are used to explain the concepts and extract the necessary criteria for urban planning. Then in order to locate multipurpose urban shelters using AHP model, the indicators are prioritized using the Weighted Overlay function of the GIS software. The outputrelated map criteria have been obtained for each criterion, and by overlapping different maps, we have achieved 3 multipurpose urban shelters for Bojnourd city.The results indicate that the Shahid Square (0.6079) and the Friday prayer mosque (0.3406) can be used as the most suitable shelters for emergencies. It should also be noted that the city park (0.0456) can be used as a reservation in case of space inadequacy in the two mentioned places.
