ارزیابی آسیب‌پذیری پدافندی شهر زاهدان با استفاده از روش سلسله مراتبی (ahp)

با توجه به تغییر ماهیت جنگ‌ها، حمله هوایی، موشکی وسیع در شروع و طول درگیری به تاسیسات کلیدی و خطرزا و حتی نقاط مسکونی، اداری، تجاری، آموزشی، ارزیابی آسیب‌‌پذیری ‌شهرها ‌در ‌جنگ‌‌ها و تدوین راهکارهای مناسب برای کاهش آسیب‌پذیری و خسارات ضروری‌است. کاهش آسیب‌پذیری کاربری‌های شهری، جهت تقلیل میزان خسارات با بهره‌گیری از رویکردهای جدید مدیریت بحران، از قبیل پدافند غیر‌عامل که می‌تواند در ایجاد محیطی ایمن در شهرها موثر واقع شود، از مهم‌ترین اهدافی است که امروزه برنامه‌ریزان و مدیران شهری در صدد اجرای آن در شهرها می‌باشند. شهر زاهدان به‌عنوان محدوده پژوهش تعیین شده است. دارا بودن مرز مشترک خاکی با کشورهای همسایه و موقعیت راهبردی این شهر باعث شد آسیب‌پذیری آن از اهمیت خاصی برخوردار باشد. پژوهش حاضر، با هدف شناسایی مراکز کلیدی و خطرزا در شهر زاهدان و بررسی ایمنی فضاهای شهری در سطح شهر زاهدان با توجه به اصول پدافند غیر‌عامل و شناسایی و از بین بردن عوامل کاهش‌دهنده ایمنی در سطح شهر انجام گرفته است. در این پژوهش، بعد از شناسایی موقعیت نقاط کلیدی و خطرزای شهری، با استفاده از روش سلسله مراتبی ahp و نرم‌افزار gis، وضعیت آسیب‌پذیری پدافندی شهر زاهدان بر اساس شاخص‌های آسیب‌پذیر، مورد بررسی قرار‌‌ گیرد. بر این اساس هفت معیار اصلی به همراه زیر معیار بر اساس نظر کارشناسان به‌عنوان عناصر و پهنه‌های مهم شهر زاهدان فهرست‌بندی شده است. برای امتیازدهی به این معیارها از نرم‌افزار super decision استفاده شده است. نقشه نهایی آسیب‌پذیری محدوده، از طریق فن همپوشانی نقشه‌ها در محیط نرم‌افزار arcmap، در سه پهنه‌ آسیب‌پذیری کم، آسیب‌پذیری متوسط و آسیب‌پذیری زیاد تهیه گردید و در پایان راهبردهایی در زمینه کاهش آسیب‌پذیری ساختار شهری زاهدان نیز ارائه شد.

Evaluation of Zahedan City Defense Vulnerability using the AHP Method

Today we are witnessing the changing nature of wars: largescale missile airstrikes at the commencement of hostilities and during the conflict period, on vital and critical resources such as administrative, commercial and educational facilities and even residential areas. Therefore, vulnerability assessment and development of appropriate strategies to reduce the vulnerability and damage to the cities at wartime are necessary. Crisis management is one of the most important goals that planners and city managers are trying to implement today for reducing the vulnerability of urban infrastructures in order to minimize the amount of damage. Passive defense is a suitable approach that can be effective in creating a safe environment in cities. In this investigation, the city of zahedan has been designated as the research area. The strategic position of this city and a common land border with neighboring countries have made studying its vulnerability of special importance. This research aims to identify key and dangerous centers in zahedan city and to study the safety of urban spaces in zahedan city according to the principles of passive defense and also to identify and eliminate factors that reduce safety in the city. In this study, after identifying the location of key points and urban hazards, the vulnerability status of zahedan city is examined based on relevant indicators and application of the AHP and GIS hierarchical methods. Then taking into account the opinion of experts, seven main criteria along with subcriteria are listed as important elements and areas of zahedan city. The super decision software has been used to score these criteria. The final vulnerability map of the area is prepared in three areas of low vulnerability, medium vulnerability and high vulnerability by ArcMap software which has the capability of overlaying maps. Finally, some strategies to reduce the vulnerability of Zahedan urban structure are presented.
