تحلیل شکاف فناوری صنعت فولاد ایران با کشورهای منتخب از منظر بهره وری

توسعه فناوری عامل اصلی توسعه اقتصادی بلندمدت شناخته شده است. در این راستا تحریک نوآوری به منظور حفظ موقعیت در رقابت جهانی ضروری به نظر می رسد. طراحی و ارزیابی هر خط مشی نوآوری مستلزم جستجوی روش هایی برای اندازه گیری و مقایسه میزان توانایی فناورانه کشورهای مختلف است. مقاله حاضر به منظور بررسی میزان تفاوت توانایی فناورانه کشورهای برتر تولیدکننده فولاد در جهان، به بررسی و تخمین شکاف فناوری در صنعت فولاد ایران با 13 کشور منتخب می پردازد. هدف از پژوهش حاضر شناسایی میزان شکاف فناوری، و ارائه راهکارهایی جهت رفع این شکاف فناوری می باشد. به این منظور مبتنی بر روش اقتصادسنجی، دو دسته داده های ورودی (مواد اولیه، مصرف انرژی و نیروی انسانی) و خروجی (تولید کل فولاد) در بازه زمانی20092014 از طریق پایگاه های داده مختلف جمع آوری، و از طریق نرم افزارهای فرونتایرو گَمز تحلیل شدند. نتایج مبتنی بر تخمین مرزهای فناوری هر گروه از کشورها و مقایسه آنها با فرامرز فناوری موجود، حاکی از آن است که ایران بعد از روسیه بیشترین شکاف فناوری را در صنعت فولاد نسبت به کشورهای منتخب دارد.

Analysis of Iran Steel Industry Technology Gap with Selected Countries

Technology development has been recognized as a major factor in the longterm national boom. In this regard, it is necessary to stimulate innovation in order to maintain a position in global competition. The necessity of designing and evaluating any innovation policy requires looking for ways to measure and compare the technological capability of different countries. This paper investigates and estimates the technology gap in Iran’s steel industry with 13 selected countries to assess the technological capability of the world’s top steel producers. The purpose of the present study is to identify the extent of technology gap, its causes, and provide solutions to overcome this technology gap. For this purpose, based on econometric method, two categories of inputs (raw materials, energy consumption and manpower) and outputs (total steel production) in the period 20092014 were collected through different databases, and then the data were analyzed through Frontier41 and GAMS soft wares. Results based on estimating the technological frontiers of each group of countries and comparing them with existing technology metafrontier indicate that Iran has the largest technology gap in the steel industry compared to the selected countries,so based on literature review, some solutions has been provided at the end of the paper.
