آینده‌پژوهی تامین مالی طرح زیرساختی حمل و نقل ریلی (معدن گل گهر)

هدف: شهرستان سیرجان از نظر اقتصادی اهمیت استان کرمان را افزایش داده است. سیرجان گذرگاه اصلی انتقال کالا به کشورهای خاور ایران و همچنین اروپا و خلیج فارس بوده و مسیر رفت و برگشت کلیه کالاهای تجاری از بندر شهید رجایی هرمزگان به کشورهای آسیای میانه، قفقاز و روسیه است. این شهرستان به عنوان یک قطب اقتصادی ویژه بر بستر مزیت‌های باراندازی، در ساختار اقتصادی استان کرمان نقش و موقعیت قابل توجهی را احراز کرده ‌است و در آینده نیز بر اهمیت این جایگاه اقتصادی افزوده خواهد شد. همچنین، منطقه معدنی گل‌گهر با داشتن معادن غنی از سنگ آهن به عنوان یکی از مطرح‌ترین قطب‌های فعال معدنی و صنعتی در خاورمیانه، دارای قابلیت‌های بسیاری برای تبدیل شدن به یک منطقه بزرگ و رقابتی در سطح ایران و حتی جهان است. شرکت معدنی و صنعتی گل‌گهر به عنوان یکی از بازیگران اصلی منطقه با داشتن ظرفیت تولید 5/8 میلیون تن کنسانتره و 5 میلیون تن گندله نقش خود را در صنعت فولاد کشور پررنگ ساخته و به عنوان یک قطب اقتصادی ویژه بر بستر مزیت‌های باراندازی، در ساختار اقتصادی استان کرمان نقش و موقعیت قابل توجهی را احراز کرده و در آینده نیز بر اهمیت این جایگاه اقتصادی افزوده خواهد شد. از آنجا که نقش حمل و نقل در توسعه اقتصادی و ایجاد مشوق‌ها جهت افزایش سرمایه‌گذاری در این راستا غیرقابل انکار است؛ پروسه انتخاب سیستم‌های مختلف حمل و نقل و تلفیق آن‌ها با یکدیگر امری مهم در برنامه‌ریزی توسعه مطلوب استان کرمان است زیرا در شرایط فقدان اطلاعات لازم تصمیمات حمل‌ونقل در خصوص تقاضای موجود براساس تجربیات صورت می‌گیرد. روش: در این مطالعه با کمک تکنیک‌های اقتصادسنجی و مدل داده‌های تابلویی؛ تابع تقاضای حمل مواد معدنی در سیستم حمل و نقل ریلی معدن گل‌گهر طی دوره 1390-1396 برآورد شده است و ضمن معرفی عوامل موثر بر تقاضای حمل‌ونقل ریلی مواد معدنی، با استفاده از شبکه‌عصبی به پیش‌بینی روند آتی تقاضای حمل ونقل ریلی مواد معدنی پرداخته شده است. یافته‌ها: نتایج بیانگر این است که متغیرهای ارزش افزوده بخش معدن، تناژ بار حمل شده جاده‌ای، هزینه حمل بار توسط قطار، درآمد ناشی از حمل بار، مهم‌ترین متغیرهای معنادار و تاثیرگذار بر تقاضای حمل و نقل ریلی مواد معدنی گل‌گهر است. بی‌کشش بودن تقاضای حمل‌ونقل ریلی مواد معدنی نسبت به هزینه‌های حمل بار توسط قطار که در سایر مطالعات اثبات شده بود؛ در این مطالعه نیز تایید گردید. متغیرهای مورد بررسی نه تنها تقاضای حمل‌ونقل ریلی را تحت تاثیر قرار می‌دهند، بلکه تاثیر بسزایی در درآمد تولیدکنندگان، صنعت‌گران، راه‌آهن و در نهایت قیمت مصرف دارند. زیرا موادمعدنی به عنوان عامل تولید، هزینه‌های حمل سهم بالایی در قیمت تمام شده دارد. نتیجه‎گیری: جهت تشخیص انتخاب روش حمل با توجه به زمان بایستی با احتیاط عمل شود. از این‌رو به دلیل عدم وجود امکانات ریلی و خطوط فرعی در تمامی نواحی مورد تقاضا، در حال حاضر صرفاً می‌توان به راهکارهای پیشنهادی در کوتاه مدت بسنده نمود.

Future Research for Financing of the Railway Transportation Infrastructure Project (Golgohar Mine)

Objective: Sirjan city has increased the economic importance of Kerman province. Sirjan is the main transit point for goods to eastern Iran, as well as Europe and the Persian Gulf and the return route of all commercial goods is from Shahid Rajaei port of Hormozgan to Central Asian countries, Caucasus and Russia. This city has a significant role and position as a special economic hub based on the advantages of docking, in the economic structure of Kerman province and in the future, the importance of this economic position will increase. Also, Golgohar mining region with iron ore rich mines as one of the most important active mining and industrial hubs in the Middle East, has many potentials to become a large and competitive region in Iran and even in the world. Golgohar Mining and Industrial Company, as one of the main players in the region, with a production capacity of 8.5 million tons of concentrate and 5 million tons of pellets, has highlighted its role in the country’s steel industry and as a special economic hub based on the advantages of docking, it has a significant role and position in the economic structure of Kerman province. also in the future, the importance of this economic position will increase. Whereas the role of transport in economic development and the creation of incentives to increase investment in this regard is undeniable; The process of selecting different transportation systems and combining them with each other is an important matter in planning the optimal development of Kerman province, because in the absence of the necessary information, transportation decisions regarding the existing demand are made based on experience. Methods: In this study, demand function of carrying minerals in the rail transportation system of Golgohar mine estimated with econometrics technique and panel data model during the period 20112017. And while introducing the factors affecting the demand for mineral transportation by rail, using the neural network, the future trend of demand for rail transportation of minerals has been predicted. Findings: The results indicate, value added of the mining sector, tonnage cargo of cargo road transported , cost of freight by train and cargo revenue are the most important variables and they have significant impact and effective on the demand for rail transportation of Golgohar minerals. The inelasticity of the demand for rail transportation of minerals in relation to freight costs by train was also confirmed in this study. Variables not only affect demand for rail transportation, but also a significant impact on the income of producers, industrialists, railroad and eventually to consumer prices. Because minerals as a factor in generating transportation costs has a high share in the cost price. Conclusion: Care should be taken to determine the choice of shipping method according to the time. Therefore, due to the lack of rail facilities and side lines in all areas of demand, at present, only the proposed solutions can be satisfied in the short term.
