بررسی اشتغال‌زایی بخش‌های اقتصادی استان ایلام با استفاده از جدول داده ستانده

هدف: تجزیه و تحلیل روند اشتغال و ساختار آن در سطح کشور و مناطق مختلف آن، مستلزم شناخت دقیق استعدادها و توان بالقوه بخش‌ها و ترکیب آن در مناطق است تا بتوان برنامه‌ریزی تولید و اشتغال‌زایی متوازن و متعادلی را در هر یک از بخش‌ها و مناطق محقق ساخت. بنابراین این پژوهش به منظور شناخت بخش‌های کلیدی اشتغال‌زای استان ایلام با توجه به وضعیت نامناسب بازار نیروی کار، در راستای ایجاد و افزایش اشتغال انجام شده است. روش: در این پژوهش با استفاده از جدول داده ستانده سال 1390 مرکز آمار ایران، حساب‌های منطقه‌ای و سالنامۀ آماری سال 1390 استان ایلام،  ابتدا جدول داده ستانده استان به روش سهم مکانی اصلاح شده شبه لگارتیمی بخش تخصصی (aflq)، به صورت یک جدول 17 بخشی برآورد و سپس با محاسبه شاخص‌هایی نظیر ضرایب پیوستگی پسین و پیشین و کشش‌های اشتغال‌زایی بخش‌های کلیدی اقتصاد استان از دیدگاه اشتغال مشخص گردیده است. یافته‌ها: براساس یافته‌های پژوهش، بخش‌های «سایر خدمات»، «کشاورزی»، «پست و مخابرات» و «آموزش» بیش‌ترین و بخش‌های «آب»، «خدمات واحدهای مسکونی، غیر مسکونی و مستغلات» و «معدن» کمترین توان اشتغال‌زایی را دارند. از نظر کشش اشتغال نیز بخش «کشاورزی» بالاترین و بخش «آب» کمترین کشش را به خود اختصاص داده‌اند. نتیجه‌گیری: با سرمایه گذاری و توجه بیشتر به بخش‌های کلیدی اشتغال در استان ایلام، می‌توان همزمان رشد اقتصادی و اشتغال‌زایی را در این استان ایجاد کرد.

Investigation of Job Creation in Economic Sectors of Ilam Using InputOutput Table

Objective: Analyzing the employment rate and its structure in the country and its various regions requires precise cognition of capacities and potentials of sectors and their compliance in the regions in order to develop a balanced and moderate production and employment plan in each of sectors and regions. Therefore, This research for the purpose of increasing production and employment with respect to the inappropriate state of the labor market has been conducted. Methods: In this study, with deploying inputoutput framework of the Iranian Statistics Center in the year 2011 and regional accounts and statistical calendar of the year 2011 for Ilam province, first, Ilam inputoutput framework is estimated using semilogarithmic corrected local quotients method (AFLQ), in the form of one regional tables 17, and then major sector of the providence from the aspect of employment is outlined. Results: Based on research findings “Other Services”, “agriculture”, “Post and Telecommunications” and “Education” sectors have the maximum employment potential and “Water”, “Services of residential building, nonresidential and Real estate dealers ” and  “Mining”  sectors have the lowest employment potential. In the employment elasticity, the Agriculture sector the highest elasticity and the Water sector has the lowest possess the elasticity. Conclusion: By investing and paying more attention to key employment sectors in Ilam province, we can simultaneously create economic growth and employment in this province.
