دستخط های خلفای امپراطوری عثمانی و دولتمردان قاجار

خلفای عثمانی،طی سه دستخط دستورالعمل های بزرگ اصلاحی درباره انجام اصلاحات جدید در جامعه عثمانی صادر کردند.خصوص انجام اصلاحات جدید در جامعه عثمانی صادرشد، اوّلین دستورالعمل معروف به دستخط شریف گلخانه در سال 1839 م و یک سال بعد فرمان دیگری به نام دستخط همایون و پنج سال بعد فرمان سومی تحت عنوان دستخط همایون ثانی ابلاغ گردید.اساس این فرامین و دستورالعمل ها، در ایجاد قانون، تشکیلات نوین اداری، برابری افراد در برابر قانون،محاکمه عادلانه، ایجاد مدارس جدید، و وزارت معارف خلاصه می شد.تحولات جامعه عثمانی از دید دولتمردان نواندیش قاجار به ویژه در دوره ناصرالدین شاه پنهان نماند و با الگوقرار دادن تنظیمات عثمانی در ایران دست به اقدامات و اصلاحات مشابهی زدند. در این پژوهش، به تاثیر دستخط های خلفای عثمانی بر اقدامات تجددخواهانة دولتمردان قاجار پرداخته شده که این موضوع تاکنون مورد مطالعه و تحقیق دقیق قرار نگرفته است.

The changes of the Ottoman society from the viewpoint of the newly established Qajar dynasties, especially during the time of Naser e Din Shah, should not be hidden. And by modifying the Ottoman regime in Iran, they made similar measures and reforms.
