الگوی پیشنهادی ارزیابی راهبردی نظام آموزش و پرورش مبتنی بر تحلیل اسناد و سیاست‌های کلان جمهوری اسلامی ایران

نظام آموزش و پرورش نقش حائز اهمیتی در تحول فرهنگی و تربیت نسل آتی کشور دارد. از این حیث بازطراحی و اصلاح سازوکارهای برنامه‌ریزی و نظارت بر این نهاد، نیازمند توجه بیشتری از جانب سیاستگذاران است. در همین راستا هدف از پژوهش حاضر، استخراج الگویی برای ارزیابی راهبردی نظام آموزش و پرورش مبتنی بر اسناد و سیاست‌های کلان کشور میباشد. تحقیق حاضر از نوع تحقیق کیفی بوده که با روش مطالعات اسنادی انجام گرفته و به منظور تحلیل و دسته‌بندی یافته‌ها، از روش تحلیل مضمون بهره گیری شده است در یافته‌ها، در بعد «مدیریت و حکمرانی»؛ مولفه‌هایی مانند برنامه و بودجه، ارزشیابی و تضمین کیفیت، اصلاح ساختارها و رویه‌ها و گسترش عدالت آموزشی، در بعد «نظام آموزشی»؛ مولفه‌های محتوا و کتب درسی، الگوهای یاددهی-یادگیری و ارزشیابی پیشرفت تحصیلی، در بعد «نظام تربیتی»؛ مولفه‌های شش ساحت تربیتی سند تحول، در بعد «نیروی انسانی»؛ مولفه‌هایی از جمله گزینش و جذب، آموزش و تربیت و منزلت اجتماعی، در بعد «زیرساخت»؛ مولفه‌های تجهیزات و فناوری‌های مدارس و فضاهای آموزشی، معماری و کالبد مدارس و فضاهای آموزشی، زیرساخت‌های آموزشی-تربیتی و در بخش «ارتباطات و تعاملات» مولفه‌های تعاملات بیرونی، به همراه شاخص‌های اصلی هریک، استخراج و با نشان دادن ساختار مفهومی ابعاد، مولفه‌ها و شاخص‌‌های مذکور در قالب یک نظام جامع، الگوی ارزیابی راهبردی ارئه شده و در نهایت، توصیه‌های سیاستی، جهت تقویت نظام ارزیابی راهبردی نظام آموزش و پرورش جمهوری اسلامی ایران پیشنهاد گردیده ‌است.

strategic evaluation model of education system based on the analysis of the policies of the islamic republic of iran

the education system as one of the sub-systems affecting the development of the country has played an important role in the cultural transformation and development of the next generation of the country.in this regard, the redesign ofplanning and oversight mechanisms of this institution requires more attention frompolicy centers.the purpose of this study is to extract a framework for policy-makingand evaluation of the education system based on macro policies.the method ofdocumentary studies has been used.in the findings, the management and governance dimension; components such asprogram and budget, evaluation and quality assurance, reforming structures andprocedures and expanding educational justice; in the educational systemdimension; content components and textbooks, teaching-learning patterns andevaluation of academic progress; in the educational system dimension;components of six educational areas;in the human resources dimension;components including selection and recruitment, empowerment and humandevelopment; in the infrastructure dimension; components of equipment andtechnologies of schools and educational spaces, architecture of schools andeducational spaces, educational infrastructure;and in the communications andinteractions section, the components of external interactions; along with the mainindicators of each, extracting and showing the conceptual structure in the form of acomprehensive system, a strategic evaluation model is presented. and finally, policyrecommendations have been proposed to strengthen the strategic evaluation system of the education system of the islamic republic of iran.
