بررسی نقش آمایش سرزمینی در امنیت جمهوری اسلامی ایران

برنامه‌ریزی در دنیای امروز یکی از ابزارهای ساماندهی محیط جغرافیایی است. به‌عبارت دیگر برنامه‌ریزی به‌صورت اصولی، نوعی تفکر در باره‌ی مسائل اقتصادی، سیاسی، دفاعی، اجتماعی و فرهنگی است و به‌صورت قطعی جهت‌گیری آینده‌نگری دارد؛ و به‌گونه عمقی به روابط، اهداف و تصمیمات همه‌جانبه توجه دارد؛ و به شدت در زمینه‌ی خط‌مشی و برنامه، جامعیت را می‌طلبد. اساس هر برنامه‌ریزی فضایی، قانون آمایش سرزمین است. اقداماتی که برای انجام دفاع نظامی و آمادگی برای حفاظت مردم در مواقع رویارویی‌های نظامی ضرورت پیدا می‌کند مستلزم درخواست‌های عظیم فضا است. این انتظارات باید مورد توجه قرار گرفته و هماهنگ شوند. از این‌رو توجه به مقتضیات دفاع غیرنظامی و نظامی در تدابیر و اقدامات موثر فضایی به عنوان امری بدیهی مورد تایید قرار گرفته است. لذا یافتن راهی که منتهی به این هدف شود و اسباب و شرایطی را که خاص رسیدن به این هدف است ضروری است و آن جز در سایه مراعات ملاحظات امنیتیدفاعی در مکان‌گزینی‌ها امکان‌پذیر نیست. در این مقاله هدف از آمایش سرزمین در رابطه با بخش دفاع استقرار بهینه‌ی واحدهای نظامی در فضا برای تامین حداکثر قابلیت دفاع و حداقل آسیب‌پذیری می‌باشد. از آنجایی که قانون اساسی جمهوری اسلامی ایران حفظ منابع حیاتی و دفاع سرزمینی را به عهده نیروهای مسلح گذاشته است و تامین اهداف دفاعی و نظامی، پاسخ‌گویی مناسب و به موقع به تهدیدات در چارچوب مبانی و اصول، جزو وظایف اصلی این نیرو می‌باشد این مقاله در پی تبیین رابطه بین آمایش سرزمین با معیارها و اصول امنیتی می‌باشد.

Study of the role of “Land Preparation” in the security of I.R.I

In today’s world, planning is one of the tools for the preparation of geographical environment. In other words, principled planning is a type of thought about the economical, political, defense, social and cultural problems and it certainly has a provident orientation and deeply considers the relation between objectives and comprehensive decisions. It strongly has to be comprehensive regarding the policy and program. The base of any spatial planning is the rule of a management du territory. The actions which are necessary for military defense and preparedness for safeguarding the people at the time of military conflicts, require great demands of space. These expectations have to be paid attention and coordinated. Thus, considering the requirements of civil and military defense in effective spatial measures and actions have been emphasized as an evident issue. Therefore, it is common sense to take the path that ends to this aim and create conditions that lead us to it. This is made possible only by paying attention to the securitydefense considerations in positioning. The aim of amanagement du territoire in relation to defense is the establishment of military units in a given position for the purpose of maximum defense and minimum vulnerability. Since the Islamic Republic of Iran constitution has given the duty of protecting vital assets and territorial defense to the Armed Forces and moreover, the meeting of defense and military aims and timely response to the threats according to the principles are some of their main.
