مدل انتخاب و تخصیص بهینه پروژه‌های آموزشی و پژوهشی آجا با استفاده از fahp

ارتش جمهوری اسلامی ایران به‌عنوان یک سازمان نسبتاً بزرگ به‌طور مستمر در زمان صلح و یا جنگ پروژه‌ها و طرح‌های مختلفی را در حوزه‌های آموزشی و پژوهشی برنامه‌ریزی و اجرا می‌نماید. این قبیل پروژه‌ها و طرح‌ها در قالب تحقیقات صنعتی، نظری، مطالعات گروهی، تدوین آیین‌نامه‌ها و دستورالعمل‌ها، در مراکز دانشگاهی و دفاتر مطالعاتی آجا برنامه‌ریزی و اجرا می‌گردند. از اهداف کلان ارتش جمهوری اسلامی ایران و نیروهای مختلف آن تخصیص و اجرای بهینه طرح‌ها و پروژه‌ها به‌گونه‌ای است که ضمن تحقق اهداف سازمانی را به شیوه‌ای مطلوب و بدون صرف منابع اضافی و یا نادیده گرفتن ساییر محدودیت‌ها برآورده سازد. در تخصیص و اجرایی پروژه‌ها بایستی معیارهای متعدی همچون عوامل عملیاتی، پشتیبانی، مالی، تکنیکی و فنی، مدیریتی، محیطی و سازمانی مدنظر قرار گیرند. در ایین مقاله به‌منظور استخراج مدل مناسب انتخاب، تخصیص و اجرایی طرح‌ها و پروژه‌های آموزشی و پژوهشی از نظرات کارشناسان خبره و متخصص در سطح مراکز دانشگاهی آجا استفاده شده است. برای تجزیه‌وتحلیل اطلاعات و استخراج مدل مناسب از روش فرایند تحلیل سلسله مراتبی فازی (fahp) استفاده گردید در این بخش مشخص گردید که عوامل و نیازمندی سازمانی بالاترین اهمیت را در تخصیص بهینه دارا می باشد. به منظور تعیین روایی مدل استخراج شده از روش تحلیل اهمیت عملکرد (ipa) استفاده گردید در این قسمت نیز مشخص گردید که پروژهای که در ده سال گذشته عملکرد مناسب داشتند؛ عوامل معیارهای آن از اهمیت بالایی مطابق مدل برخوردار بودند. در پایان با تائیید پیشنهادهای برای اجرایی نمودن مدل استخراج شده ارائه گردیده است.

The model of choosing and allocating optimal AJA educational and research projects using the Fuzzy Analytic Hierarchy Process and the ImportancePerformance Analysis

The Islamic Republic of Iran as a relatively large organization continuously plans and implements projects in the various fields of education and research in peace time or warprojects. These projects and plans are planned and implemented as industrial research, theoretical, group studies, the formulation of regulations and guidelines, in academia and research offices of Islamic Republic of Iran Army (AJA). The goals of the Islamic Republic of Iran’s army and its forces are also optimal allocation and implementation of plans and projects. Therefore, due to resource constraints, a scientific method for the selection and allocation of this type of plans and project must be used. In the allocation and implementation of projects, various criteria such as operational, support, financial, technical and technological, managerial, organizational and environmental factors must be considered. In this article, the opinions of experts and specialists are used in academic centers of AJA for selection, assignment and implementation’s model of research and educational projects. It was used to analyze the data and extract the appropriate model of fuzzy analytic hierarchy process (FAHP), we found in this section that organizational and requirements factors are the highest priority in assignment. In order to determine the validity of the model, the ImportancePerformance analysis (IPA) technique was used. In this part it was also revealed that the projects had suitable performance in the last ten years, in these projects, it was important that factors were in accordance with suggested model. Finally some suggestions have been presented for the implementation of obtained model.
