تحلیل شکاف اهمیت-عملکرد در نگهداشت جنگ‌افزار بر اساس راهبرد نت مقاومتی پایدار (مورد مطالعه: یگان‌های مردم پایه یک سازمان نظامی)

هدف: قابلیت اطمینان اقلام و تجهیزات دفاعی در صحنه رزم، یکی از عوامل کلیدی موثر بر موفقیت نیروهای نظامی به شمار می‌‌آید. تحقیق حاضر با هدف شناسایی آسیب‌‌های سیستم نگهداشت تجهیزات دفاعی در یگان‌‌های مردم‌‌پایه یک سازمان نظامی و تحلیل شکاف بین وضعیت موجود و مطلوب آن انجام پذیرفته است.روش: این تحقیق با توجه به نوع هدف، تحقیقی کاربردی بوده و از منظر نحوه گردآوری، توصیفى تحلیلی محسوب می‌‌شود که با روش پیمایشی اجرا می‌‌گردد. راهبرد نت مقاومتی پایدار به عنوان مدل پایه انتخاب شده و با توسعه و بومی‌‌سازی آن، پرسشنامه‌‌ای برای سنجش اهمیت و عملکرد عوامل مندرج در فهرست مزبور توزیع و بین گروه نمونه توزیع شد. جامعه آماری شامل 120 نفر از معاونان آماد و پشتیبانی، مدیران نت و کارشناسان تعمیرات جنگ‌افزار در یگان‌‌های مورد بررسی  می‌‌باشد. نمونه آماری پژوهش، 92 نفر می‌‌باشد که به ‌صورت نمونه‌گیری طبقه‌‌ای انتخاب شده‌‌اند. تجزیه‌وتحلیل داده‌‌ها، با استفاده از آزمون تی تک‌‌نمونه‌‌ای، آزمون فریدمن و ماتریس شکاف اهمیت-عملکرد صورت گرفت.یافته‌ها: یافته‌های تحقیق حاکی از وجود آسیب در ابعاد «آموزش و منابع انسانی»، «فرآیندها و نظامات مدیریتی نگهداری و تعمیرات»، «مدیریت بر نگهداری و تامین قطعات و مواد مصرفی»، «مدیریت بودجه و اعتبارات» و «نگهداری و تعمیرات غیر یگانی» در سیستم فعلی نگهداشت جنگ‌افزار در یگان‌‌های مورد مطالعه می‌باشد. بیشترین آسیب در حوزه بودجه و اعتبارات مشاهده شد. نتیجه‌گیری: بر اساس یافته‌‌های پژوهش نتیجه گرفته شد که مسئولان حوزه نگهداری و تعمیرات در یگان‌‌های مورد مطالعه باید  اصلاح نظام حقوق و دستمزد کارکنان و  تامین قطعات یدکی مورد نیاز به منظور تامین کافی قطعات یدکی پرمصرف برای انجام تعمیرات رده میانی جنگ‌افزار را بیش از هر موضوع دیگری در اولویت کاری خود قرار دهند.

significance-performance gap analysis of warfare maintenace based on sustainable resistance maintenance strategy (case study: popular units of a military organization)

objective: the current research was carried out with the aim of  pathology f the defense equipment maintenance system in the popular  units of a military organization and analyzing the gap between the current and desired situation.method: according to the purpose, this article is an applied research, and from the point of view of the way it was collected, it is considered descriptive and analytical, which is carried out with a survey method. the sustainable resistance maintenance strategy was chosen as the based model and with its development and localization, a questionnaire was distributed to measure the importance and performance of the factors included in the aforementioned list and distributed among the sample group. the statistical population includes 120 people from the deputies of readiness and support, network managers and munitions repair experts in the investigated units. the statistical sample of the research is 92 people who were selected by stratified sampling. data analysis was done using one-sample t-test, friedman test and importance-performance gap analysis.findings: the findings of the research indicate the existence of pathology in the dimensions of &training and human resources&, &maintenance and repair management processes and systems&, &management of maintenance and supply of parts and consumables&, &budget and credit management& and &non-unit maintenance and repairs&. &in the current system of keeping weapons in the units under study. the most problem was observed in the area of ​​budget and credits.conclusion: based on the findings of the research, it was concluded that the commanders and maintenance  department managers in the studied units should improve the salary structure and provide the required spare parts in order to provide enough spare parts for middle level maintenance of the military equipment more than any other issue.
