تبیین نظریه تمدن دریایی در راستای تمدن سازی نظام جمهوری اسلامی در گام دوم انقلاب اسلامی

یکی از مهم‌ترین مسائلی که در بیانه گام دوم انقلاب بر آن تاکید شده تمدن سازی است؛ از طرفی یکی از منابع تمدن سازی در ایران، که متاسفانه تا کنون به آن زیاد توجه نشده است، دریا است. در طول تاریخ دریا همواره عرصه‌ تمدن ساز بوده و کشورهایی که به دریا دسترسی داشته‌‏اند از ظرفیت های تمدنی آن استفاده کرده اند. در همین راستا محقق با هدف شناخت مسئولین و مردم جامعه از دریا و اهمیت آن در ادامه مسیر انقلاب اسلامی، شاخص های نظریه تمدن دریایی را که بستر تمدن سازی گام دوم انقلاب اسلامی بوده را ارائه کرده است. این تحقیق با استفاده از تحلیل محتوا و با رویکردی خاص به تشریح نظریه تمدن دریایی پرداخته و برای استخراج شاخص های نظریه تمدن دریایی از یک جامعه آماری به تعداد 50 نفر، شامل متخصصان دانشگاهی که دارای سابقه ارتباط با محیط دریایی بوده، استفاده شده است. این شاخص ها شامل توجه ویژه فناوری های نرم در تمدن دریایی،  اعتقاد به مدیریت جهادی در فعالیت های دریایی و سواحل کشور،  استفاده از ظرفیت های دریایی کشور، رویکرد دریامحوری در برنامه های توسعه کشور با عنوان توسعه پایدار دریامحور، سرمایه‌گذاری در اقتصاد دریا به جهت ویژگی دوسوتوانی آن، اهمیت قائل شدن بر ظرفیت های ژئوپلیتیکی جمهوری اسلامی ایران و حمایت از ظرفیت های دیپلماسی دریایی به‌منظور صدور انقلاب اسلامی در راستای بیانیه گام دوم بودند؛ همچنین نتایج تحقیق نشان داد که دریا ظرفیت تمدن سازی در راستای گام دوم انقلاب اسلامی را دارد.
