مطالعه تطبیقی دریابانی و گارد ساحلی ایران، آذربایجان، ترکمنستان و روسیه

با گسترش رقابت قدرت‌های منطقه‌ای و فرا منطقه‌ای، حوزه دریای خزر به محیطی تنش‌زا و بی‌ثبات تبدیل‌شده و درنتیجه ساختار گارد ساحلی کشورهای منطقه، توسعه چشمگیری یافته است. در پژوهش حاضر عواملی چون نیروی انسانی، تجهیزات شناوری، آموزش نیروها، ساختار، عوامل ژئوپلیتیک و توان نظامی در کشورهای هدف موردبررسی قرار گرفت. داده‌های پژوهش به روش اسنادی گردآوری شد. جامعه موردمطالعه پژوهش کلیه اسناد، گزارش‌ها و مقالات موجود در بانک‎های اطلاعات علمی در خصوص دریابانی جمهوری اسلامی ایران و گارد ساحلی روسیه، آذربایجان و ترکمنستان بود. به‌منظور تجزیه‌وتحلیل داده‌ها، از جداول مقایسه ویژگی‌ها، تفاوت‌‌ها و شباهت‌های دریابانی جمهوری اسلامی ایران و گارد ساحلی روسیه، ترکمنستان و جمهوری آذربایجان استفاده شد. نتایج پژوهش نشان داد که در حال حاضر، کشور روسیه در مقایسه با سه کشور دیگر، دارای بهترین گارد ساحلی است و می‎تواند الگوی مناسبی برای جمهوری اسلامی ایران در تقویت دریابانی و ارتقاء شیوه‌های کنترل و پایش مرزهای دریایی باشد.

A comparative study in the Coast Guard of Iran, Azerbaijani , Turkmenistan and Russia

With the expansion of regional and transregional powers competitiveness, the Caspian Basin has become a stressful and unstable environment and as a result, the coast guard structure of the regional countries has developed significantly. The present study examined factors such as manpower, buoyancy equipment, force training, structure, geopolitical factors, and military capability in the target countries. This study is applied in terms of purpose. The research data were collected by documentary method. The study population consists of all documents, reports and articles in scientific databases written about the Islamic Republic of Iran and Russian Coast Guard, Azerbaijan and Turkmenistan. In order to analyze the data, the comparison tables of marine characteristics, differences and similarities between the Islamic Republic of Iran and the Russian Coast Guard, Turkmenistan and Azerbaijan were used. The results of the study show that Russia has the best coast guard in comparison with the other three countries and can be a good model for the Islamic Republic of Iran in order to enhance maritime control and improve the control and monitoring of maritime borders.
