بررسی تاثیر نظامی و تسلیحاتی کردن فضای ماورای جو بر امنیت نظامی ج.ا.ایران با رویکرد آینده پژوهی

در طول تاریخ و گذشت بیش از 58 سال از آغاز عصر فضا، بهره برداری نظامی و جاسوسی از فضا، همواره جزء مهم ترین اولویت ها و چالش های کشورها در دستیابی به علوم و فن آوری فضایی بوده است. امروزه این تکاپوها منجر به نظامی و تسلیحاتی شدن فضا گشته و چالش های امنیتی بسیار جدی ای را فراروی کشورها قرار داده است. ج.ا.ایران نیز به دلایل مختلفی بطور فزاینده ای در معرض این تهدیدها قرار دارد. لذا پژوهش حاضر با هدف بررسی تهدیدات موصوف علیه امنیت نظامی ج.ا.ایران و راه کارهای مقابله با آن ها با رویکرد آینده پژوهی انجام شده است. در این راستا با مطالعه ادبیات و سوابق موضوع و انجام مصاحبه اکتشافی، تعداد 14 تهدید عمده و 16 راه کار مقابله با آن ها در قالب دو رویکرد دفاع فعال فضایی و بازدارندگی فضایی شناسایی شد. در گام بعدی با طراحی پرسشنامه به ارزیابی اعتبار و وزن دهی آن ها پرداخته شد. نتایج تحقیق نشان داد متغیرهای شناسایی مناطق حیاتی و راهبردی نظامی کشور و جمع آوری اطلاعات سیگنالی با میانگین های وزنی 4.05 و 3.90 بیشترین تهدید را متوجه امنیت نظامی کشور می کنند. در بعد راه کارها نیز، راه کارهای بهره گیری از سایر حوزه های راهبردی و تدوین دکترین نظامی جهت کسب و توسعه فناوری فضایی به منظور کاربردهای دفاعی با رویکرد آینده پژوهی با میانگین وزنی 4.1 و 4 بیشترین وزن را بخود اختصاص دادند که می بایست در اولویت برنامه ریزی ها و سیاست گذاری های آینده میان مدت نظام دفاعی کشور مورد توجه قرار گیرند.

Militarization and Weaponization of Outer Space and its Impact on I.R.Iran’s Military Security With futures studies approach

Through the history and after more than 58 years, the use of outer space for military purpose has always been the first priority for many countries during the beginning of the space age to achieve space science and technology. Today, these activities have led to the militarization and weaponization of outer Space and have set severe security challenges to countries. Islamic Republic of Iran due to different reasons is facing these threats increasingly. Therefore, this study aimed to address assess I.R.Iran’s military security threats and there solutions with futures studies approach. In this regard, we have extracted the 14 threats and 16 solutions in two dimensions of space active defensive and space deterrence using by studying the literature and doing exploratory deep interview. Then the impact of the threats and solutions on I.R.Iran’s military security was calculated by questionnaire. The results showed that the threats of Identify vital and strategic military areas and signal intelligence collection with 4.05 and 3.90 weighted means and the solutions of utilizing other strategic areas and the development of military doctrine for the acquisition and development of defense space technology with 4.10 and 4.00 weighted means have the highest impact in I.R.Iran’s military security.This results should be considered in planning and policymaking of I.R.Iran’s defense system in mediumterm future.
