   توسعه مدل بهینه سازی تحت شرایط عدم قطعیت برای تخصیص منابع آب (مطالعه موردی: آبخیز مرند)

چکیده    مقدمه و هدف: با توجه به محدودیت منابع آب، مسائل مربوط به مناقشات تخصیص آب از جمله نگرانی های مهم برنامه ریزان و مصرف کنندگان آب است. عدم قطعیت موجود در سیستم منابع آب و تغییرات آب و هوایی نیز تخصیص بهینه منابع آب در بخش کشاورزی را پیچیده تر کرده است. بنابراین، در مطالعه حاضر سعی می گردد که با توسعه مدل برنامه ریزی ریاضی که قادر به لحاظ پویایی و شرایط عدم حتمیت هم در پارامترهای توابع هدف و هم در محدودیت ها باشد، به تخصیص بهینه منابع آب در آبخیز مرند پرداخته شود.مواد و روش ها: در این مطالعه یک مدل برنامه ریزی تصادفی چندمرحله ای تعاملی مبتنی بر عدم قطعیت (uimsp) از طریق تلفیق روش معیار کاتااوکا و برنامه ریزی محدودیت شانس در یک چارچوب تصمیم گیری چند مرحله ای برای مدیریت منابع آب کشاورزی آبخیز مرند در دوره های مختلف برنامه ریزی توسعه داده شده است. یک درخت سناریوی دو دوره ای با ترکیبات مختلف احتمال نقض محدودیت ها ( alpha;) و سطوح مختلف معیار فرکتایل برای تابع هدف ( beta;) انتخاب شدند. یافته ها: نتایج نشان می دهد که مینیمم سود خالص سیستم، زمانی‌‌که alpha;= 01.0 و beta;= 9.0 باشند 1010 ×[6.983، 6.46] ریال حاصل می‌‌شود و ماکزیمم آن زمانی‌‌که و باشند 1010 ×[1.1483، 7.699] ریال می‌‌باشد. همچنین به ازاء هر احتمال تخطی از محدودیت ( alpha;)، با افزایش سطح رضایت تابع هدف ( beta;)، هر دو کران بالا و پایین سود خالص سیستم به تدریج کاهش می یابد، درحالی که اختلاف بین سود خالص سیستم تحت سطوح مختلف تخطی از محدودیت ( alpha;) قابل توجه است. همچنین نتایج حاصل از مدل uimsp نشان می دهد کمبود آب در سناریوهای مختلف به دلیل ناکافی بودن منابع آب در آبخیز مرند مشاهده می شود. با این حال بر اساس نتایج مدل، در دوره دوم علیرغم کاهش در مقدار آب موجود، میزان کمبود آب با افزایش کارایی آبیاری کاهش یافته است. به عنوان مثال، تحت شدت جریان متوسط مقدار کمبود آب سطحی و زیرزمینی آبخیز در دوره اول به ترتیب برابر با 6.43 درصد و 5.32 درصد می باشد که در دوره دوم به میزان [9.36، 5.24] درصد و [5.24، 0] درصد کاهش می یابد.نتیجه گیری: نتایج حاصل از مدل توسعه یافته به تصمیم گیرندگان کمک می کند تا تعاملات بالقوه بین ریسک های مربوط به تابع هدف تصادفی و محدودیت های موجود را بررسی کنند. همچنین افزایش بهره وری آبیاری و به روزرسانی سیستم های آبیاری از اصلی ترین استراتژی هایی هستند که می توانند ضمن کاهش آسیب های زیست محیطی ، یک مزیت اقتصادی برای کشاورزان فراهم کنند.

   Development of an Optimization Model for Water Resources Allocation under Uncertain Conditions (Case study: Marand Watershed)

Abstract    Extended AbstractIntroduction and Objective: Given the limited available water resources, the conflictladen issues of water allocation have become a challenging issue for planners and water consumers. The existence of different types of uncertainties and climate change conditions in the water resources systems intensify the complexity of the optimal allocation process of water resources in the agricultural field. Therefore, In the present study, it is tried to optimally allocate water resources in Marand watershed by developing a mathematical planning model that is capable of dynamics and uncertainty conditions both in the parameters of objective functions and in constraints.Material and Methods: In this study, an uncertaintybased interactive multistage stochastic programming (UIMSP) approach is proposed by incorporating the fractile criterion method and chanceconstrained programming within a multistage decisionmaking framework for agricultural water resource management in various planning horizon. A twoperiod scenario tree with different probabilities for violating constraints ( alpha;) and various satisfactory levels of the objective function ( beta;) were selected.Results: The results indicates that the minimum and maximum benefits of the system are [46.6, 983.6] × 1010 (Rials) and [699.7, 1483.1] × 1010 (Rials) when alpha;=0.01 and , beta;=0.9 , respectively. In addition, an increase in satisfactory levels of the objective function ( beta;) led to a gradual decrease in both upper and lower bound of the total net benefits at each given probability level of violating constraint ( alpha;), while any change in probability of constraint violation ( alpha;) resulted in creating a significant change in the system profits. Also, the results of the UIMSP model show that water scarcity is observed in different scenarios due to insufficient water resources in Marand watershed. However, according to the results, in the second period, despite the decrease in the amount of water available, the amount of water shortage has decreased with increasing irrigation efficiency. For example, under medium flow level, the amount of surface and groundwater shortages in the first period is 43.6% and 32.5%, respectively, while it is reduced by [36.9, 24.5] and [24.5, 0] percent in the second period.Conclusion: The results can help decisionmakers examine potential interactions between risks related to the stochastic objective function and constraints. Also, increasing irrigation efficiency and upgrading irrigation systems are among the main strategies that can provide an economic benefit to farmers while reducing environmental damage.
