تبیین الگوی بازآفرینی پایدار محلات ناکارآمد شهری با تاکید بر حکمروایی و نقش کنشگران محلی ( نمونه مورد مطالعه: شهر مشهد)

هدف این پژوهش، ارزیابی و تبیین نقش و جایگاه کنشگران محلی در فرآیند بازآفرینی پایدار بافت‌های ناکارآمد و فرسوده شهر مشهد است. در این تحقیق سعی شده است تا به این سوالات پاسخ داده شود که نقش و جایگاه کنشگران مختلف با تاکید ویژه بر کنشگران محلی در فرآیند بازآفرینی پایدار شهری چیست؟ و چگونه در این فرآیند نقش آفرینی می‌کنند؟ این پژوهش با رویکردی کیفی و در راستای تعیین جایگاه و تحقق همکاری میان کنشگران این فرآیند انجام می‌شود. راهبرد این پژوهش ترکیبی از مورد پژوهی و نظریه‌پردازی است. برای گردآوری اطلاعات مورد نیاز از تکنیک‌های مشاهده، مصاحبه و پرسشنامه (نمونه‌گیری هدفمند) استفاده شده است. نتایج این پژوهش نشان می‌دهد که با توجه به شناسایی 57 کنشگر فعال و تقسیم‌بندی کنشگران به کنشگران اولیه و ثانویه (16 دسته همگن)، منافع و علایق متفاوت و همچنین قدرت اثرگذاری بر سایر کنشگران، ضروری است تغییر نگرش در نقش آن‌ها بر اساس تحقق حکمروایی همکارانه صورت پذیرد. در این راستا لازم است ضمن تاکید بر لزوم وجود طرح و برنامه مشترک به منظور مدیریت کنشگران این فرآیند، رهبری قدرتمندی به منظور پشتیبانی از حضور همه کنشگران در این فرآیند وجود داشته باشد. بررسی‌های انجام شده در این پژوهش نشان می‌دهد که حکمروایی همکارانه در فرآیند بازآفرینی پایدار شهری در شهر مشهد زمانی اتفاق می‌افتد که هم در سطح کلان و راهبردی و هم در سطح عملیاتی، تعامل و هماهنگی یکپارچه میان کنشگران بر اساس یک برنامه اقدام مشترک، مورد توجه و عمل قرار گیرد.

explaining the pattern of sustainable regeneration of inefficient urban neighborhoods with emphasis on governance and the role of local activists (study example: mashhad city)

the purpose of this research is to evaluate and explain the role and position of local activists in the process of sustainable regeneration of inefficient and worn-out tissues of mashhad.in this research, an attempt has been made to answer these questions, what is the role and position of different actors with special emphasis on local actors in the process of sustainable urban regeneration? and how do they play a role in this process? this research is conducted with a qualitative approach in order to determine the position and realization of cooperation between the actors of this process.the strategy of this research is a combination of case study and theorizing. observation, interview and questionnaire (targeted sampling) techniques have been used to collect the required information.the results of this research show that according to the identification of 57 active actors and the division of actors into primary and secondary actors (16 homogeneous categories), different interests and interests as well as the power to influence other actors, it is necessary to change the attitude in their role based on collaborative governance should be realized.. in this regard, it is necessary to emphasize the need for a joint plan and program to manage the actors of this process, and there should be a strong leadership to support the presence of all actors in this process.the investigations carried out in this research show that collaborative governance in the process of sustainable urban regeneration in mashhad city occurs when both at the macro and strategic level and at the operational level, there is integrated interaction and coordination between actors based on a joint action plan to be considered and acted upon.
