مرجع امنیت ملی در اندیشه فقهی امام خمینی

هدف: مسائل مربوط به امنیت با تغییرات سبک زندگی اجتماعی بشر، از عمق و گستردگی بیشتری برخوردار گردید و موجب طراحی شیوه‌های نوین امنیتی شد. یکی از مهم‌ترین مسائل در نظریات امنیتی، سوال از مهم‌ترین موضوعاتی است که بیشتر در معرض تهدید و آسیب است و بیشتر باید از آنها مصون بماند؛ یعنی مرجع امنیت. به خاطر جامعیت اسلام، این سوال به ذهن خطور می‌کند که نظر آن در مورد مرجع امنیت چیست. از جمله روش‌های رسیدن به نظریه امنیتی اسلام، جستجو در ایده فقها در مسئله مرجع امنیت ملی است. امام خمینی(ره) یکی از فقهای معاصر امامیه با جایگاه منحصربه‌فرد اجتماعی و سیاسی است؛ لذا اندیشه ایشان دارای پشتوانه عظیم چنین تجربه‌ای است. هدف این مقاله، رسیدن به مرجع امنیت از منظر امام خمینی(ره) است. روش‌شناسی پژوهش: این پژوهشِ بنیادی و اکتشافی درصدد است با روش استنباط استنادی و با ملاک‌هایی نظیر تصریح، تاکید، تکرار و ...، به هدف مورد اشاره دست یابد. یافته‌ها: پژوهش حاضر از جهت نوع ورود به بحث امنیت و ساختار مباحث آن، از تحقیقات صورت‌گرفته در این موضوع ممتاز است. از آنجا که محور امنیت در این نوشتار، انسان و حقوق اوست، شاکله بحث طبق تقسیم به حقوق ذاتی بنیادین، حقوق ذاتی روبنایی و حقوق عرضی انسان طراحی گردیده است. بر طبق یافته‌های تحقیق حاضر، در هرکدام از دسته‌بندی‌های سه‌گانه فوق، به ترتیب سه موضوع اسلام، ثبات کشور و استقلال، دارای اهمیت بیشتر بوده است. نتیجه ‌گیری: نتیجه نهایی این‌که از بین این موارد، نظام اسلامی دارای اولویت بیشتر و مرجع امنیت ملی از منظر رهبر کبیر انقلاب اسلامی است.

purpose:security issues gained more depth and breadth with changes in the human social lifestyle and led to the design of new security practices. one of the most important issues in security theories is the question of the most important issues that are most threatened and harmed and should be more protected from them; that is the referent object of security. because of the comprehensiveness of islam, the question arises as to what it thinks about the security authority. one of the ways to reach the security theory of islam is to search for the ideas of the jurists on the issue of national security. imam khomeini is one of the imami jurists with a unique social and political position; therefore, his thought has the great support of such an experience. the purpose of this article is to reach the security reference from imam khomeini’s point of view.method:this fundamental and exploratory research seeks to achieve this goal with the method of citation inference and with criteria such as specification, emphasis, repetition, etc.findings:the present study is distinguished from the researches conducted in this field in terms of the type of entry into the security discussion and the structure of its topics. since the focus of security in this article is man and his rights, the form of discussion is designed according to the division into fundamental connected rights, superstructure connected rights and separate rights. according to the findings of the present study, in each of these categories, the three issues of islam, stability and independence, respectively, were more important.result:the final result is that among these cases, the islamic system has the highest priority and is the national security reference in the view of the leader of the islamic revolution.
