شناسایی و اولویت‌بندی راهبردهای حکمرانی بهزیستی در کشور

زمینه و هدف: با توجه به روند کاهش بهزیستی عمومی در کشور، ضرورت دارد دولت نسبت به اتخاذ راهبردها و برنامه‌هایی مناسب اقدام کند. بر این اساس، پژوهش حاضر با هدف شناسایی و اولویت‌بندی راهبردهای حکمرانی بهزیستی در کشور انجام شد.روش: پژوهش حاضر با هدف شناسایی و اولویت‌بندی راهبردهای حکمرانی بهزیستی در کشور انجام شد. ابتدا بر اساس مرور مطالعات پیشین، راهبردهای مختلفی شناسایی شد. در مرحله دوم بر اساس عوامل شناسایی‌شده اولیه، پرسش‌نامه‌ای تنظیم‌شده با توزیع پرسش‌نامه دلفی فازی بین 19 نفر از مدیران و کارشناسان وزارت رفاه و تامین اجتماعی کشور، راهبردها و راهکارها شناسایی شد. سپس برای اولویت‌بندی از روش ویکور استفاده شد.یافته‌ها: یافته‌های پژوهش نشان داد شش راهبرد تحت عناوینی هم‌چون سلامت اجتماعی، شفافیت، سلامت سازمانی، کار‌محوری در جامعه، امنیت اجتماعی و مشارکت به‌ترتیب حائز رتبه اول تا ششم شده‌اند. ضمن این‌که، تعداد راهکارهای شناسایی‌شده 26 شاخص بود.نتایج: به‌منظور توسعه حکمرانی بهزیستی در کشور، وزارت رفاه و تامین اجتماعی کشور بایستی نسبت به اتخاذ راهبردهایی احصاءشده و تصویبت قوانین و مقررات لازم در هیات دولت و مجلس شورای اسلامی گام بردارد.

background and objectives: considering the trend of decreasing public welfare in the country, it is necessary for the government to adopt appropriate strategies and programs. based on this, the current research was conducted with the aim of identifying and prioritizing welfare governance strategies in the country.method: the current research was conducted with the aim of identifying and prioritizing welfare governance strategies in the country. first, based on the review of previous studies, different strategies were identified. in the second stage, based on the initially identified factors, a questionnaire was prepared by distributing the fuzzy delphi questionnaire among 19 managers and experts of the ministry of welfare and social security of the country, strategies and solutions were identified. then vicor method was used for prioritization.findings: the findings of the research showed that six strategies under the headings of social health, transparency, organizational health, community-oriented work, social security, and participation were ranked first to sixth, respectively. in addition, the number of solutions identified was 26 indicators.results: in order to develop welfare governance in the country, the ministry of welfare and social security of the country should take steps towards adopting strategies and approving the necessary laws and regulations in the government and the islamic council.
