الگوی لجستیک مشترک پلیس در بحران‌های انتظامی مبتنی بر روش نظریه زمینه‌ای (مورد مطالعه: اغتشاشات خیابانی)

زمینه و هدف: پژوهش حاضر با هدف طراحی الگوی پارادایمیک لجستیک مشترک در بحران انتظامی با تاکید بر اغتشاشات خیابانی مبتنی بر نظریه زمینه‌ای انجام گرفته است.روش: این پژوهش از نظر هدف، کاربردی و به‌لحاظ روش، کیفی مبتنی بر روش نظریه زمینه‌ای است. مشارکت‌کنندگان 10 نفر از مدیران و کارشناسان ارشد و خبرگان و نخبگان آمادی دارای مدرک حداقل کارشناسی ارشد و حداقل سابقه 15 ساله خدمت در قسمت‌های آماد و پشتیبانی فرماندهی انتظامی جمهوری اسلامی ایران با استفاده از نمونه‌گیری هدفمند انتخاب شدند. از مصاحبه نیمه‌ساختار‌یافته به‌عنوان ابزار گرد‌آوری داده‌ها استفاده شد. داده‌ها برطبق رویه مبتنی بر نظریه زمین‌های در سه مرحله کدگذاری باز، انتخابی و محوری، تجزیه‌وتحلیل شدند.یافته‌ها: در یافته‌های پژوهش شرایط علّی 18 مورد، شرایط زمینه‌ای 11 مورد، شرایط مداخله‌گر 7 مورد، راهبردها و اقدامات 25 مورد و پیامدهای حاصل از اجرای آن 7 مورد احصاء و استخراج شد.نتایج: اجرای لجستیک در بحران‌های انتظامی باعث:1- افزایش کارایی اثربخش مدیریت عملیات انتظامی در بحران، 2- برآورده شدن انتظارات مشتریان درون‌سازمانی، 3- چابکی در ارائه خدمات لجستیکی در بحران، 4- کاهش اتلاف منابع سازمانی، 5- افزایش بهره‌وری خدمات لجستیکی در عملیات انتظامی، 6- شکل‌گیری روحیه کار مشارکتی و همکارانه در عملیات لجستیکی، 7- افزایش اثربخشی مدیریت عملیات انتظامی در بحران می‌شود.

the joint police logistics model in policing crises based on grounded theory (case study: street riots)

background and objectives: the current research was carried out with the aim of designing a paradigmatic model of joint logistics in a policing crisis with an emphasis on street riots based on grounded theory.method: in terms of its objectives this study is of an applied research type and in terms of method it is a qualitative study based on grounded theory. the participants were 10 senior managers and experts and elites of logistics with at least aa ma degree and at least 15 years of service experience in the logistics fields of the islamic republic of iran’s law enforcement command using purposeful sampling. a semi-structured interview was used as a data collection tool. the data were analyzed according to the procedure based on the grounded theory in three stages of open, selective and axial coding.findings: in research findings, 18 causal conditions, 11 contextual conditions, 7 interventional conditions, 25 strategies and actions, and 7 outcomes of their implementation were extracted.results: the implementation of logistics in law enforcement crises causes: 1) increasing the effective efficiency of managing law enforcement operations in a crisis; 2) meeting the expectations of customers within the organization; 3) agility in providing logistics services in a crisis; 4) reducing the wastage of organizational resources; 5) increasing the efficiency of logistics services in police operations; 6- forming the spirit of cooperative and collaborative work in logistics operations; 7- increasing the effectiveness of the management of police operations in crisis.
