علل و عوامل موثر در جابه‌جایی ساکنین اولیه مجتمع‌های مسکونی مهر در شهرهای اردبیل و قم

هدف: یکی از سیاست‌های اتخاذشده در سطح ملی برای تامین مسکن اقشار کم‌درآمد، مسکن مهر بود. این مقاله تلاش دارد تا ضمن بررسی ویژگی‌های اجتماعی و اقتصادی ساکنین اولیه و کنونی مجتمع‌های مسکونی مهر در دو شهر اردبیل و قم، نسبت به شناسایی علل و عواملی که باعث جابه‌جایی ساکنین اولیه مسکن مهر در این دو شهر شده‌اند نیز اقدام کند. روش پژوهش: دستیابی به اهداف مطالعه، با انتخاب تعداد 378 خانوار نمونه از مجتمع‌های مسکونی مهر در دو شهر اردبیل و قم انتخاب شده و تکمیل پرسش‌نامه‌ها توسط خانوارهای ساکن در این مجتمع‌ها و نیز انجام مصاحبه‌های عمیق با 14 نفر از متخصصین و کارشناسان مرتبط با پروژه‌های مسکن مهر صورت گرفته است. یافته‌ها: نتایج به‌دست‌آمده از این مطالعه نشان می‌دهد که اکثر خانوارهای اولیه مسکن مهر به اقشار کم‌درآمد جامعه تعلق داشته‌اند، اما این خانوارها به دلایل متعددی ازجمله ارزش‌افزوده ایجادشده، افزایش قیمت مسکن، عوامل مختلف (سیاسی، اقتصادی و تغییر دولت)، عدم امکان بازپرداخت اقساط وام مسکن دریافتی، نبود زیرساخت‌ها در بعضی از پروژه‌های مسکن مهر، و طولانی شدن مدت‌زمان اتمام پروژه، مجبور به واگذاری مسکن مهر خود شده‌اند و آن را به خانوارهای با درآمد بیشتر (دهک 6 در شهر اردبیل و دهک 7 در شهر قم) واگذار کرده‌اند. همچنین، ساکنین کنونی مسکن مهر از فرایند دریافت وام، میزان وام و مبلغ اقساط وام مسکن مهر اظهار رضایتمندی می‌کنند.نتیجه‌گیری: می‌توان چنین نتیجه گرفت که اکثر خانوارهای کنونی ساکن در پروژه‌های مسکن مهر شهرهای اردبیل و قم جزء اقشار کم‌درآمد محسوب نمی‌شوند.

causes and influencing factors in the displacement of the original residents of mehr residential complexes in ardabil and qom cities

one of the policies adopted at the national level to provide housing for low-income groups was the mehr housing. this article attempts to investigate the social and economic characteristics of the primary and present inhabitants of mehr residential complexes in two cities of ardabil and qom , to identify the causes and factors that caused the displacement of the first residents of mehr housing in these two cities . to achieve the objectives of the study , 378 households were selected from mehr residential complexes in two cities of ardabil and qom and completion of questionnaires was carried out by households living in these complexes and also in deep interviews with 14 experts and experts related to mehr housing projects .the results of this study show that most of the primary households of mehr housing belong to low - income brackets of the society , but these households have been forced to dispose of their mehr housing for several reasons and transferred it to households with more income ( decile 6 in ardabil city and decile in qom city ) including the added value added , housing prices , various factors ( political , economic and government change ) , the impossibility of repayment of mortgage payments , lack of infrastructure in some mehr housing projects , and the length of project completion time. also, the current residents of mehr housing express their satisfaction with the process of receiving loans, the loan amount and the amount of installments of mehr housing loans.it can be concluded that most of the current households in mehr housing projects in ardabil and qom are not the low - income people .
