تحلیل پیشران‌های موثر بر اجرای طرح آبادانی و پیشرفت منظومه روستایی با مدل dpsir؛ مطالعه موردی: منظومه روستایی بخش‌های مرکزی و دوتپه شهرستان خدابنده

برنامه آبادانی و پیشرفت منظومه‎های روستایی، به‌منظور توسعه پایدار سکونتگاه‎های روستایی از‌طریق انتظام فضایی منظومه‌های روستایی در قالب شبکه‌های محلی و ناحیه‎ای و با تاکید بر روابط و پیوندهای روستایی-شهری و ترغیب حکمروایی محلی از‌طریق مشارکت مردمی و همچنین، تقویت روابط و مناسبات کارآمد اجتماعی-اقتصادی واحدهای سکونتگاهی منظومه تدوین می‎شود. این برنامه با محوریت فعال‌سازی چرخه تولید در فضاهای روستایی و ایجاد اشتغال و کارآفرینی می‌تواند مسیر برون‌رفت از بحران توسعه روستایی را هموارتر نماید. مقاله حاضر با روش توصیفی-تحلیلی به دنبال تحلیل مولفه‌های تاثیرگذار بر اجرای طرح آبادانی و پیشرفت منظومه روستایی در منظومه بخش مرکزی و دوتپه شهرستان خدابنده است. گردآوری داده‌ها با مطالعات کتابخانه‌ای و میدانی انجام شد. جامعه آماری شامل ساکنین بخش دوتپه و مرکزی به تعداد 93939 نفر است. باتوجه‌به تخصصی بودن موضوع، از جامعه آماری متخصصین با روش گلوله برفی به تعداد 30 نفر استفاده شده است. برای تحلیل داده‌ها از مدل todim و روش حداقل مجذور مربعات در قالب مدل dpsir با کمک نرم‌افزارexcel  و smartpls بهره‌گیری شد. یافته‌های تحقیق نشان داد که پیشران «نیروی محرکه» با امتیاز 0/637، بیش از دیگر مولفه‌ها بر اجرای طرح آبادانی و پیشرفت منظومه روستایی بخش مرکزی و بخش دوتپه در شهرستان خدابنده تاثیر داشته است. علاوه بر این، به‌منظور اجرای موثرتر طرح آبادانی و پیشرفت منظومه روستایی، سازه‌های p1. سامان‌دهی مشاغل مرتبط با کارکرد و ظرفیت روستاها و شهرستان (0/809)؛ d2. حمایت بنیاد مسکن انقلاب اسلامی (0/782)؛ s1. توجه به ظرفیت ‌های اقتصادی و تولیدی خوشه ‌ای در پهنه ‌بندی منظومه (0/778)؛ و p3. امکان پیگیری تخلفات و کم‌کاری از‌طریق نهادهای تصمیم‌گیر (استانداری و فرمانداری) (0/778) بیشترین تاثیرگذاری را دارند. در نهایت، به‌منظور دستیابی به اهداف طرح آبادانی و پیشرفت منظومه روستایی، ارائه تسهیلات اعتباری از‌طریق پیگیری و با نظارت دفتر تسهیلگری؛ برگزاری جشنواره‌های روستایی؛ تقویت ارتباط مستقیم تسهیلگران با کارآفرینان؛ تقویت تشکل‌های محلی؛ بازنگری در شرح خدمات دفاتر منظومه روستایی ضروری به نظر می‌رسد.

the prosperity plan and progress of rural systems, in order to develop sustainable rural settlements through the spatial regulation of rural systems in the form of local and regional networks and with an emphasis on rural-urban relations and links, encouraging local governance through popular participation and also strengthening efficient socio-economic relationships of residential units of the system are compiled. with the focus of activating the production cycle in rural areas and creating employment and entrepreneurship, this plan can make the way out of the rural development crisis smoother. the present article, with a descriptive-analytical method, seeks to analyze the factors influencing the implementation of the prosperity plan and progress of the rural system in the system of the central and dotepe district of khodabande county. data collection was done with library and field studies. the statistical population includes 93,939 residents of dutpe and central districts. due to the specialization of the subject, a statistical population of 30 experts was used with the snowball method. to analyze the data, todim model and least square method were used in the form of dpsir model with the help of excel and smartpls software. the findings of the research showed that the driving force with a score of 0.637 had more impact on the implementation of the prosperity plan and progress of the rural system in the central part and dotepe district in khodabande county. in addition, in order to more effectively implement the sustainable development plan of the rural system, structures p1. organization of jobs related to the function and capacity of villages and cities (0.809); d2. support of the islamic revolution housing foundation (0.782); s1. paying attention to the economic and productive capacities of clusters in system zoning (0.778); and p3. the possibility of following up violations and underperformance through decision-making bodies (provincial and governorate) (0.778) are the most effective.
