ارائه مدل قابلیت های نوآوری باز در پدافند غیر عامل نیروی انتظامی جمهوری اسلامی ایران

نوآوری و قابلیت‌های آن، به عنوان یک اکسیر حیات‌بخش سازمان‌ها، همواره یک چالش پش روی پژوهش‌ها مطرح است.بنابراین، این پژوهش با هدف افزایش میزان درک ما از فرایند اجرای نوآوری باز، آمادگی ها و قابلیت های نوآوری باز انجام شد. روش تحقیق پژوهش حاضر از نظر هدف، بنیادی-کاربردی و از نظر ماهیت، اکتشافی است. جامعه آماری این پژوهش، در مرحله اول، شامل خبرگان، متخصصان و مدیران پدافند غیر عامل نیروی انتظامی جمهوری اسلامی ایران و شرکت‌های دانش‌بنیان در زمینه پدافند غیرعامل نیروی انتظامی بود. ابزار مورد استفاده بر اساس روش داده بنیاد، مصاحبه‌های عمیق نیمه‌ساختار یافته تا رسیدن به مرز اشباع بوده است که به جنبه‌های مختلف درونی و بیرونی سازمان برای رسیدن به مدل اجرایی فرایند نوآوری باز، پرداخته شد و نتایج بر اساس مراحل پارادایم داده‌بنیاد تنظیم گردید .در مرحله دوم نیز، کلیه کارکنان این شرکت‌ها و ستاد فرماندهی پدافند غیرعامل نیروی انتظامی بود که نمونه آماری بر اساس فرمول کوکران، تعداد 145 نفر و ابزار جمع‌آوری نیز، پرسشنامه محقق ساخته بود. بر اساس نتایج بدست آمده مدلی مفهومی برای اجرای نوآوری باز در پدافند غیر عامل نیروی انتظامی جمهوری اسلامی ایران ارائه شد.مفاهیم استخراج شده نشان می دهند که توانایی شرکت‌ها در ایجاد همکاری با شرکاء و مشتریان، ایجاد شرایط برای ورود نوآوری و مدیریت آن، از طرف مدیریت، قابلیت‌های شبکه سازی برای سازمان تحت حمایت مدیران سازمان، ایجاد بستر قانونی، طراحی مکانیسم های مناسب مالی، وجود منابع انسانی نوآور و با قابلیت شبکه سازی بیرونی و ساختار سازمانی مناسب از جمله مواردی هستند که برای ورود به عرصه نوآوری باز ضروری می باشند.

designing a model of open innovation capabilities in passive defense of the police force of the islamic republic of iran

innovation and its capabilities, as a vital elixir of organizations, is always a challenge to research. therefore, this study was conducted to increase our perception of the process of implementing open innovation, preparations and capabilities of open innovation. the research method of the present study is fundamental-applied in terms of purpose and exploratory in terms of nature. the statistical population of this study, in the first stage, included experts, specialists and managers of passive defense of the law enforcement of the islamic republic of iran and knowledge-based companies in the field of passive defense of the law enforcement. the tools includedsemi-structured in-depth interviews based on thegrounded theory approach to reach the saturation limit, which addressed various internal and external aspects of the organization, and the results were set based on the grounded theory paradigm processes. the second stage consisted of all the employees of these companies and the passive defense command headquarters of law enforcement of the islamic republic of iran. the statistical sample was based on cochran’s formula, including 145 people, and the collection tool was a researcher-made questionnaire. based on the results, a conceptual model for the implementation of open innovation in passivedefense of the law enforcement force of the islamic republic of iran was presented. as the extracted concepts showcased, some items are mandatory to enter the field of open innovation, including the companies’ capability in creating cooperation with partners and customers, creating the conditionsfor the coming of innovation and its management, and management wise, networking capabilities for the organization under the support of organizational managers, creating a legal framework, designingappropriate financial mechanisms, having innovative human resources with external networking capabilities and appropriate organizational structure.
