طراحی الگوی مدیریت سرمایه فکری با رویکرد خط مشی دانشی در گمرکات کشور

در سال های اخیر، سازمان ها و شرکت های مختلف، پیوستن به روند دانش را آغاز کرده اند و مفاهیم جدیدی چون کار دانشی، دانشکار، مدیریت دانش و سازمان دانشی، خبر از شدت یافتن این روند می‌دهند. از اینرو نوع جدیدی از سازمان ها در حال شکل‌گیری است که در آنها بجای قدرت بازو، قدرت ذهن حاکمیت دارد. بر این اساس در آینده جوامعی می توانند انتظار توسعه و پیشرفت داشته باشند که از دانش بیشتری برخوردار باشند. بنابراین پژوهش حاضر در پی طراحی الگوی مدیریت سرمایه فکری با رویکرد خط مشی دانشی در گمرکات کشور می‌باشد.این پژوهش در چارچوب رویکرد کیفی و با به کارگیری روش تحقیق داده بنیاد انجام گرفته است. ابزار جمع آوری داده ها، مصاحبه های نیمه ساختار یافته بوده و به منظور گردآوری اطلاعات، با به کارگیری روش نمونه گیری هدفمند با 20 نفر از خبرگان شامل اساتید دانشگاه و خبرگان و آگاهان اداره گمرک کشور مصاحبه انجام شد. تجزیه و تحلیل داده ها در سه مرحله کدگذاری باز، کدگذاری محوری و کدگذاری انتخابی انجام گرفت. بر اساس آن، مدل کیفی پژوهش طراحی شد. نتایج پژوهش حاضر، نشان دهنده استخراج بالغ بر 352کدباز، 50خرده مقوله یا مفهوم و 8 مقوله استخراج و ویژگی های آنها شناسایی شد. که در قالب مدل پارادیمی شامل سرمایه ارتباطی، سرمایه انسانی، سرمایه ساختاری به عنوان مقوله محوری و نوآوری و خلاقیت، مدیریت دانش به عنوان شرایط علی، فناوری ارتباطات، نظریه پردازان خارج از سازمان به عنوان عوامل زمینه ای، شرایط جامعه، عوامل فردی به عنوان شرایط مداخله گر، برنامه استراتژیک، خط مشی عمومی به عنوان راهبردها و خط مشی گذاری دانش محور به عنوان پیامد قرار گرفت.

designing an intellectual capital management model with a knowledge policy approach in the country’s customs

in recent years, various organizations and companieshave started to join the scientific procedure. new concepts such as knowledge-based work, knowledge of working, knowledge management, and knowledge-based organization have proved such a procedure. to this end, a new type of organizations is being developed in which mental power prevails instead of physical power. accordingly, those societies can expect development and progress which possess more knowledge. hence, the current study seeks to design an intellectual capital management model with a knowledge policy approach in the country’s customs. this research has been conducted in the framework of a qualitative approach through applying the grounded theory approach. the data collection tool included semi-structured interviews and in order to collectinformation, 18 experts including university professorsand experts and experts of the country’s customs administration were interviewed using purposive sampling method. data analysis was performed in three stages of open coding, axial coding and selective coding, based on which a qualitative research model was designed. the results of the present study showcased the extraction of 369 open source code, 51 subcategories or concepts, and 12 extraction categories and their characteristics were identifiedwhich were put in the form of a paradigm model including communication capital, human capital, structural capital as a central category and innovation and creativity, knowledge management as a causal condition, communication technology,theorists outside the organization as underlying factors, community conditions, individual factors to interventional conditions, strategic plan, general policy as strategies and knowledge-based policy as consequences.
