درک متناقض از شاخص های عملکرد پلیس

یک روش بهینه در ارزیابی خدمات عمومی وجود ندارد و اندازه گیری عملکرد یک سازمان با یک شاخص غیر ممکن است. در ارزیابی عملکرد پلیس، تحقیقات گذشته بر روی کارایی تمرکز کرده بود، این پژوهش در جستجوی شاخص های چندگانه برای ارائه عملکرد پلیس است و چهار شاخص عملکرد پلیس را ارائه می دهد که دربرگیرنده هم کارایی و هم اثربخشی سازمانی است. این مقاله از نوع توصیفی - تحلیلی است، روش گردآوری داده ها کتابخانه ای است و ابزار گردآوری داده ها سامانه های فعال ناجا می باشد. برای تحلیل داده ها نیز از پویایی شناسی سیستم هااستفاده شده است. بین نرخ پاکسازی و نرخ شکایات رابطه مستقیم، و بین نرخ جرایم و نرخ اعتماد رابطه معکوس وجود دارد. سنجش عملکرد پلیس با یکی از شاخص های چهارگانه نرخ پاکسازی، نرخ شکایات، نرخ جرایم و نرخ اعتماد به پلیس، نتایج متفاوتی را خواهد داشت چون هم خود این شاخص ها متناقض می باشند و هم علایق و ذینفعان متفاوت هستند، بنابراین باید یک توازنی بین آنها بوجود آورد.

contradictory understanding of police performance indicators

there is no optimal way to evaluate public services and it is impossible to measure an organization’s performance with a specific indicator. in assessing police performance, previous studies focused mainly on performance while this article seeks out multiple indicators to provide police performance which shows the reasons for the various dimensions of performance in an organization. in this article, four indicators of police performance including both efficiency and effectiveness are introduced. methodology: in this article descriptive-analytical method is used. data collection is through library studies. the means of data collection is naja active systems. in order to analyze data the method of dynamics of systems is used.findings: there is a direct relationship between the cleanup rate and the complaint rate and there is an inverse relationship between the crime rate and trust rate.results: measuring police performance with one of four indicators including cleanup rate, complaint rate, crime rate and police trust rate will have different results because both indicators are contradictory and interests and values of stakeholders are different.therefore,there must exist a balance among them.
