فهم دیپلماسی فرهنگی جمهوری اسلامی ایران در خاورمیانه: ضرورت رویکرد تلفیقی سازه‌انگاری و تحلیل گفتمان

اگرچه خاورمیانه یکی از کانون‌های اصلی همواره درحال تحول در نظام بین‌المللی بوده است اما نقش و اهمیت آن، در نظریات روابط بین‌الملل، خصوصاً نظریات موسوم به جریان اصلی مورد غفلت قرار گرفته است. جمهوری اسلامی در این منطقه، از کشورهای پیش‌آهنگ دیپلماسی فرهنگی است. فهم دیپلماسی فرهنگی سیاست خارجی ایران در چارچوب نظریات جریان اصلی چندان امکان‌پذیر نیست. لذا، بهره‌گیری از نظریات نوین به شکل تلفیقی می‌تواند زمینه را برای فهم عمیق از سیاست خارجی فرهنگی جمهوری اسلامی در خاورمیانه فراهم نماید. حال، بر مبنای دغدغه‌ی اصلی این مقاله، با نقد بر این برون‌گذاری عامدانه‌ی منطقه و بازیگران آن از نظریه‌پردازی روابط بین‌الملل این سوال مطرح است که «برسازی پیکره‌ای نظری تلفیقی از نظریات متاخر سازه‌انگاری و تحلیل گفتمان چرا و چگونه می‌تواند زمینه را برای فهم دیپلماسی فرهنگی جمهوری اسلامی ایران در خاورمیانه فراهم آورد؟» یافته‌های این مقاله‌ی نظری راهبردی نشان می‌دهد با توجه به رویکرد اجتماعی، فرهنگی و هویتی نظریات سازه‌انگاری و تحلیل گفتمان و نیز ویژگی‌های خاص سیاست خارجی فرهنگی جمهوری اسلامی با تمرکز بر ساخت اجتماعی واقعیت، امکان لازم برای برسازی یک چارچوب تلفیقی وجود دارد.

Understanding the Cultural Diplomacy of the Islamic Republic of Iran in the Middle East: The Need for a Coherent Approach to Constructivism and Discourse Analysis

Although the Middle East has always been one of the main focuses in the evolving international system, its role and importance in theories of international relations, especially the socalled mainstream theories, have been neglected. The Islamic Republic is one of the leading countries in cultural diplomacy in this region. Understanding the cultural diplomacy of Iran’s foreign policy in the context of mainstream theories is not possible. Therefore, the use of new theories in a combined way can provide the basis for a deep understanding of the foreign cultural policy of the Islamic Republic in the Middle East. Now, based on the main concern of this article, by criticizing this deliberate expulsion of the region and its actors from the theory of international relations, the question arises that “why and how constructivism can it provide a basis for understanding the cultural diplomacy of the Islamic Republic of Iran in the Middle East? The findings of this theoreticalstrategic article show that according to the social, cultural and identity approach of constructivist theories and discourse analysis, as well as special features of the foreign cultural policy of the Islamic Republic focusing on the social construction of reality, it is possible to build an integrated framework. The research method in this article is qualitative with a descriptivehistorical approach and the research data has been collected in a library manner by taking notes.
