فراترکیب شایستگی‌های مدیران دولتی در شرکت ملی نفت ایران

مدیران دولتی نقش مهمی در موفقیت یک سازمان ایفا می‌کنند. از سوی دیگر در بسیاری از کشورهای درحال‌توسعه، عملکرد سازمان‌های دولتی چندان رضایت‌بخش نیست که بخشی از این مسئله ناشی از ضعف‌های مدیریتی است. روش اصلی این تحقیق فراترکیب است که در آن از محاسبه ضریب کاپا برای ارزیابی مدل و همچنین محاسبه آنتروپی شانون برای تعیین ضریب اهمیت شاخص‌ها استفاده شده است. واحد تحلیل در این پژوهش کلیه مقالات منتشر شده در بازه زمانی 2010-2023 است. در ادامه شاخص‌های شناسایی شده در مقالات مختلف کدگذاری شده و با دسته‌بندی کدها، تم‌های اصلی شناسایی شد. براساس نتایج به‌دست ‌آمده در این پژوهش، شایستگی‌های مدیران دولتی شامل شش بعد اصلی اعم از شایستگی‌های فردی، رهبری، فنی، تحول‌پذیری، ارتباطی/ اجتماعی و راهبردی است. نتایج رتبه‌بندی ابعاد با استفاده از آنتروپی شانون نشان داد که شایستگی‌های رهبری از بالاترین سطح اهمیت در بین ابعاد شناسایی‌ شده برخوردار است.

competencies of public managers: a metasynthesisapproach in national iranian oil company

public managers play an important role in the success of an organization. on the other hand, in many developing countries, the performance of government organizations is not very satisfactory, which is partly due to managerial weaknesses. the main method of this research is metacomposite, in which the kappa coefficient calculation is used evaluate the model, as well as the shannon entropy calculation determine the importancecoefficient of the indicators. the unit analysis in this research is all articles published in the period of 2010-2023. in the following, the indicators identified in different articles were coded and the main themes were identified by categorizing the codes. based the results obtained this research, the competencies public managers include six main dimensions, including individual, leadership, technical, transformative, communication/social andstrategic competencies. the results of ranking dimensions using shannon's entropy showed that leadership competencies have the highest level of importance among the identified dimensions.
