مدل ارتقای سیاست‌های دولت جهت توسعه ساخت داخل تجهیزات صنایع بالادستی نفت ایران

یکی از جنبه‌های اساسی کشورهای تازه صنعتی شده منبع محور، ظهور یک دولت توسعه‌گرا است که تمایل به حضور پایدار در اقتصاد جهت رشد و پیشرفت صنعتی دارد. ازآنجاکه ایران منبع محور است، شکاف فناورانه در صنعت نفت ایران در مقایسه با بنگاه‌های جهانی بالا است و سهم تامین تجهیزات صنایع بالادستی نفت از داخل اندک است. در این پژوهش ابتدا، با مرور ادبیات رویکردهای سیاست‌های علم و فناوری به توسعه و ساخت داخل در صنعت نفت و چالش‌های مرتبط با آن، عوامل تاثیرگذار در موفقیت سیاست‏های توسعه ساخت در داخل احصا شد. با استفاده از این چارچوب مفهومی، سوال‏های مصاحبه تنظیم و با روش تحلیل مضمون، مدل نهایی ارتقای عوامل تاثیرگذار در موفقیت سیاست‌های دولت جهت توسعه ساخت داخل تجهیزات صنایع بالادستی نفت که شامل سیاست‌های حمایتی از دانشگاه‌ها و مراکز علمی، کاهش خرید خارجی و جایگزینی تولیدات داخلی و حمایت مالی هستند، شناسایی شدند.

the model of promoting government policies for the development of domestic manufacturing of equipment for iran's upstream oil industries

one of the essential aspects of newly industrialized resource-oriented countries isthe emergence ofa developmentalist government that tends to have a stable presence inthe economy for industrial growth and development. since iran is resource-oriented, the technological gap in iran's oil industry is high compared to global companies,and the supply of equipment for upstream oil industries from within is small. in this research, firstly, by reviewing the literature of science and technology policy approaches to domestic developmentand manufacturing in the oil industry and related challenges, the factors influencing thesuccess of domestic manufacturing development policies were calculated. by using this conceptual framework, the interview questions were set and with thematic analysis method, the final model of the promotion of factors affecting the success of the government's policies for the development of domestic production of oil equipment, which includes policies supporting universities and scientific centers,reducing foreign purchases and replacing domestic products and financial support.were identified.
