بازبینی تحدید صلاحیت مدیریت سرمایه‌گذاری و تامین منابع مالی در صندوق‌های بازنشستگی و پس‌انداز کارکنان صنعت نفت ایران

کیفیت مدیریت سرمایه‏گذاری و تامین منابع مالی حاصل از کسورات بازنشستگی کارکنان صنعت نفت دارای چالش‏های جدی بوده است. از صلاحیت‏های وزیر نفت، «سرمایه‏گذاری و تامین منابع مالی» است. کما اینکه از صلاحیت‏های «هیئت‏مدیره» شرکت ملی نفت ایران، «تهیه پیش‏نویس مقررات راجع به بازنشستگی» است. «اساسنامه» صندوق‏های بازنشستگی و پس‏انداز کارکنان صنعت نفت در سنوات گذشته توسط مقامات اداری به تصویب رسیده که نقش وزیر نفت در آن حائز اهمیت است. جایگاه وزیر نفت در قوانین مختلف با دگرگونی‏هایی همراه بوده که بررسی آن و تبیین صلاحیت‏های ایشان و همچنین بررسی سایر قوانین مرتبط با تصویب مقررات حاکم بر صندوق‏های بازنشستگی صنعت نفت به‏عنوان مرجع سرمایه‏گذار و تامین منابع مالی، موضوع تحقیق را به‏ خود اختصاص داده که مجموعاً مبین صلاحیت شورای عالی رفاه و تامین اجتماعی و تصویب هیئت‌وزیران به‏عنوان مراجع ذی‏صلاح خواهد بود.
